The Clock Tower is a level 2 unique building in Cities: Skylines that you can only get with the Parklife DLC. To unlock it, you’ll need to achieve three specific things:
- Reach the Tiny Town milestone (360-1,500 population, depending on the map)
- Build a sightseeing bus depot
- Build a park maintenance building
Once unlocked, you can build the clock tower for ₡45,000.
It provides 80 entertainment value and produces 50 noise pollution, and has the unique bonus of increasing the speed of trains by 20%.

The clock tower is a requirement for the Castle of Lord Chirpwick monument, which is also from the Parklife DLC.
Step 1: Build the Sightseeing Bus Depot
You’ll find the sightseeing bus depot in the Tours tab of the Transport menu. It costs ₡35,000 to build and ₡800 a week in upkeep.

To make use of your newly built sightseeing bus depot, place sightseeing bus stops around various points of interest around your city.

Just like with regular bus lines you’d want to do this in such a way that the bus stops form a loop, making sure to click back on the first stop to complete the route.
Once you create a line, the sightseeing buses will automatically be dispatched from the depot, and start going around the stops. You can create multiple lines to tour different parts of your city.
Do note that the unlock only requires you to build the sightseeing bus depot, not to create lines.
In fact it’s not even necessary to keep the bus depot operational.
If you’d rather not spend the ₡800/week to maintain the bus depot, you can simply turn off the building by clicking on it and toggling the on/off switch.
Step 2: Building A Park Maintenance Building
The park maintenance building can be found in the Park Maintenance tab of the Parks & Plazas build menu.

It costs ₡10,000 to build and ₡160 a week in upkeep.
The park maintenance building maintains and stores park maintenance vehicles, which go around your different parks and plazas.
As a result, the entertainment value and happiness radius of your parks and plazas are increased.
