You can check your progress on the education budget by hovering over the silhouette of the Colossal Order Offices in the level 3 Unique Buildings tab.
It will show a progress bar with your current education spending amount until it hits ₡20,000; once it does, a 10-week counter will show instead.

Tip: Enable the Education Boost Policy
To further boost your education spending, you can enable the Education Boost policy city-wide.
You can do this from the Policies panel. There you’ll find Education boost under the Services tab.
This policy will raise your education spending by 25%. It will also encourage young adults to prioritize going to school instead of working.
