The Elevated Plaza is a unique building that comes with the Cities: Skylines Financial Districts DLC.

To unlock the Elevated Plaza you need to build a Stock Exchange and then upgrade it to reach level 3 (₡250,000 in investment gains). You’ll also need to reach the Big Town population milestone (1,800 – 8,000 population, depending on the map).

Once you’ve met these requirements, you’ll be able to build the Elevated Plaza from the Financial Buildings tab of the Unique Buildings menu for ₡35,000.

Step 1: Placing a Stock Exchange

It’s pretty easy to setup a Stock Exchange building – just look for it in the Financial Buildings tab of the Unique Buildings menu.

It costs ₡60,000 to build, and ₡960 per week in upkeep.

Step 2: Make Investments to Level Up Your Stock Exchange

The Stock Exchange building lets you make investments in the market.

You can do this by accessing the Investments tab. Just open the Economy panel, or click on the Stock Exchange building itself and choose “Manage Investments.”

The left side of the window shows you the different companies that are selling stocks.

Clicking the “Buy” button on each one will bring up a panel from which you can select how many stocks to buy.

The same panel will show you how its stock price has been trending recently.

To make money, you’ll want to buy when a stock price is low, and then sell the stocks again later when prices are higher. The difference will be your profit.

Once you buy some stocks, the right side of the Investments tab will show you any stocks you own, and how they’re performing.

Any profits you make through investments will count towards leveling up your Stock Exchange.

Lost money from investments will not be counted against your level progress. But you’ll still want to avoid taking losses since your city loses money in the process.

Step 3: Unlocking Level 3 of the Stock Exchange

To reach level 3, you’ll have to reach level 2 first.

Here’s how it works:

First, you’ll need to realize ₡50,000 in gains from investments (basically total profit from all investments).

And then you just click on the Stock Exchange’s Upgrade button to upgrade to level 2.

Upgrading to Level 2 Unlocks the Bronze Cow and Bronze Panda.

After that, keep buying and selling stocks until you reach the ₡250,000 profit mark.

Once you’ve realized ₡250,000 in gains, you’ll get the option to upgrade your Stock Exchange to level 3. This upgrade costs ₡30,000.

Once you’ve upgraded your Stock Exchange to level 3, you’ll be able to build the Elevated Plaza from the Financial Buildings tab of the Unique Buildings menu for ₡35,000.

You can continue this process to upgrade your Stock Exchange two more times, unlocking two other unique buildings:
