The Grand Library is a level 4 unique building in Cities: Skylines.

To unlock it, you must build & maintain 7 universities for 10 weeks straight. You’ll also need to reach the Big Town milestone (1,800 to 7,500 population, depending on the map).

Building 7 universities (assuming you don’t have any built yet) will cost you ₡525,000. Having them for 10 weeks will cost you ₡134,000 in upkeep.

Then once the building is unlocked, you’ll be able to build the Grand Library from the level 4 tab of the Unique Buildings menu for 90,000.

Until then, you can hover over its silhouette there to see how many universities you’ve got left to build.

The Grand Library is one of the requirements for the Hadron Collider monument.

Building the Universities

Build a university from the Education build menu. Each one costs ₡75,000 to build.

Once your 7 universities are built, you must have them up and running for 10 weeks.

Each one costs ₡1,920 per week in upkeep, meaning you’ll need ₡134,000 in total for the 10 weeks.

Switching Off Universities

Each university has a student capacity of 4,500. So unless you’ve very late into your game with a massive population, 7 universities will likely be excessive.

To keep from needlessly spending money in upkeep after you’ve unlocked the Grand Library, remember to switch off some that you don’t need.

You can check the total university capacity in your city versus the eligible students by opening the education info view, and clicking on the University tab.
