The Lungs of the City is a level 3 unique building that you can build in the Cities: Skylines Green Cities DLC.

To unlock it, you’ll need to:

Construct 7 different parks or plazas (i.e., 7 types)
Reach the Boom Town population milestone (can be anywhere from 650 to 2,600 population, depending on the map)

Once you’ve done both of these things, you can build the Lungs of the City from the level 3 unique buildings menu for ₡55,000.

To find the Lungs of the City, go to the Unique Buildings menu (1), and click on the Level 3 tab (2).

It provides 120 entertainment value and produces 30 noise. And this building is a requirement for the Ultimate Recycling Plant monument, which is also only available with the Green Cities DLC.

Inexpensive & Easily Unlocked Parks and Plaza Types

The Lungs of the City unlock is very easy to accomplish, especially since there are multiple inexpensive park and plaza options available to you well before you reach the Boom Town milestone (which unlocks level 3 unique buildings).
