The Modern Art Museum (MAM) is a level 6 unique building in Cities: Skylines. Unlocking it requires two things:

  • Having at least 50% of your population be highly educated
  • Reaching the Small City milestone (which can be anywhere from 2,600 to 11,000 inhabitants, depending on the map)

Once these requirements are met, you’ll be able to build the Modern Art Museum for ₡130,000. It provides 120 entertainment value and produces 10 noise, and has a visitor capacity of 300.

It is one of the requirements for the Fusion Power Plant monument.

What is Highly Educated?

There are four education levels in Cities: Skylines, with highly educated being the highest one.

Each educational level can be attained through several types of buildings:

To become highly educated, your citizens will need to have gone through elementary and high before going to university and graduating.

Getting Enough Citizens Highly Educated

To start getting your citizens highly educated—assuming your citizens have already been attending elementary schools and high schools in your city—you’ll need to start building universities.

The university is unlocked at the BoomTown milestone (1,800 – 7,500 citizens, depending on the map).

If you’re playing with the Campus DLC, you can create custom campuses that provide university level education. However, this isn’t unlocked until the Capital City milestone.

Whichever of these options you choose, you’ll need to provide plenty of student capacity. You can check this by clicking on the Education info view, and the university tab.

Education Boost Policy

If you want to encourage more of your citizens to attend university, you can enact the Education Boost policy.

Open the Policies panel; you’ll find Education Boost in the Services tab.

This policy will encourage young adults to go to university instead of working.

It will, however, increase your education budget by 25%, so make sure you can handle the added expense.
