The Pyramid of Safety is a level 4 unique building that is available with the Cities: Skylines Natural Disasters DLC.

To unlock it, you must have a natural disaster cause destruction, but no casualties. Yes it’s fairly specific. This will also require the Busy Town population milestone (1,200 to 5,000 citizens, depending on the map).

And just to be clear: that first requirement means a natural disaster must destroy a structure in your city, but without any citizens being harmed.

Once you fulfill these requirements you’ll be able to build the Pyramid of Safety from the level 4 tab of the Unique Buildings menu for ₡120,000.

It provides 70 entertainment value and produces 20 noise.

It’s also a requirement for the Doomsday Vault monument, which is also only available with the Natural Disasters DLC.

But here’s a quick & easy step-by-step guide to help you unlock the Pyramid of Safety.

Step 1: Create Something for the Disaster to Destroy Safely

This unlock is easier if you have plenty of spare land on your map far away from your buildings (such as a newly purchased tile).

Somewhere in that isolated area, place a small bit of road. Keep it disconnected from the rest of your road network.

Next, place along that road a small structure (not zoning). Choose a structure that doesn’t come with service workers, such as a taxi stand or park feature.

Step 2: Spawn a Sinkhole On Top of It

Next, go to the Landscaping and Disasters menu and click on the Disasters tab.

Select the sinkhole, and then place one directly on top of the small structure you placed earlier.

Note: The sinkhole won’t occur instantly. But eventually, you’ll hear the warning about an imminent sinkhole.

Once the sinkhole occurs and destroys the isolated structure, the disaster report should show that there was destruction but no casualties, unlocking the Pyramid of Safety.
