Santa Claus’ Workshop is a Winter unique building available from Cities: Skylines’ Snowfall DLC. To unlock it, you’ll need to:

  • Play on a winter map
  • Create 20 tram lines
  • Reach the Boom Town milestone (650 – 2,600 population, depending on the map)

Once you’ve completed these requirements, you’ll be able to build Santa Claus’ Workshop from the Winter tab of the Unique Buildings menu for ₡310,000.

Creating a Tram Line

Tram lines are a mode of transportation that comes with the Snowfall DLC, and they’re unlocked at the Boom Town milestone.

Trams can only run on either standalone tram tracks, or road types with tram tracks built into them.

Here’s how to set up your tram system:

Step 1: Build a tram depot

The tram depot is the first item in the Tram tab of the Transport menu. Build one along a road.

Step 2: Build tram tracks or roads with tram tracks

Once you build your tram depot, it will display an icon indicating a need for tracks.

You have several options for creating your tracks, depending on how you want to integrate them into your city.

You can choose to build standalone tram tracks, or one of several road types that have tram tracks built in.

You can also use the upgrade road tool to upgrade your existing roads to have tram tracks on them.

Make sure all of your tram tracks can find a path to a tram depot.

Step 3: Create tram lines

Once you’ve created your tracks, select the Tram Line tool (which you’ll find at the end of the Tram tab, after all the road types).

While this is selected, tram tracks and tram-compatible roads will be highlighted on the map.

Start placing tram stops all along your tracks. Just like bus lines, trams need to be able to loop back to their first stop to form a complete line.

A single tram depot can serve different lines, as long as there are tracks leading from the depot to their route.

You’ll need to create 20 of these lines to unlock Santa Claus’ Workshop.

Tip: “Cheesing” the Unlock With Smaller Loops

Although tram tracks and roads cost money to build or upgrade, adding tram lines cost nothing.

This makes it easier to achieve this unlock, even if you have no real need for 20 different tram lines in your city.

Here’s how:

A simple loop around a block counts as a tram line. So you can just create a bunch of small lines (like we’ve created below) until you reach 20 in total.

Then you can simply delete these unneeded lines by opening the Transport info view, selecting the Tram Lines overview panel, and clicking ‘x’ on each one.

Of course, the tram is one of the best public transport options the game has to offer. So it’s definitely worth it to take the time to add some well-planned tram routes to your city eventually!
