To unlock the Level 67 dungeon Doma Castle, you need to accept the Level 67 MSQ “The Die is Cast” from Hien in Yanxia (X:24.9, Y:12.8).
This MSQ is part of the patch 4.0 Main Scenario Questline for the Stormblood expansion.
Step-by-Step Unlock Guide

- Accept the Level 67 MSQ “The Die is Cast” from Hien in Yanxia (X:24.9, Y:12.8)
- Travel to Monzen in Yanxia (X:18.2, Y:10.2) and wait for the operation to begin.
- Speak with Hien in Yanxia (X:18.5, Y:8.4).
- Talk to the Blue Skiff Captain in Yanxia (X:14.7, Y:14.2).
Detailed Unlocking Guide
“The Die is Cast” is an MSQ from the patch 4.0 storyline of the Stormblood expansion. So you’ll need to finish every MSQ leading up to it before it can be unlocked, including every MSQ from A Realm Reborn and Heavensward.
Once you’ve caught up with the main story, talk to Hien in Yanxia (X:24.9, Y:12.8) to begin.
In the story, the Doman Resistance is preparing a full-scale assault to retake Doma Castle from the Garlean Empire and its stationed Viceroy.
With every regiment in place, Lord Hien is ready to begin the attack.
Travel to Yanxia (X:18.2, Y:10.2) and interact with the destination to trigger a long cutscene.

Watch the cutscene until the end to see how the Resistance breached the Garlean defenses and opened a path for you and the Scions to storm the castle.
Then, talk to Hien once more in Yanxia (X:18.5, Y:8.4) to learn more about the current situation on the battlefield.
Hien will confirm that Viceroy Yotsuyu is now completely trapped in the castle, giving you the opportunity to confront her.
After talking to Hien, speak with the Blue Skiff Captain in Yanxia (X:14.7, Y:14.2) to unlock Doma Castle.
This dungeon requires at least a Level 67 Disciple of War or Magic job and an average item level of 255 to enter.
