
The Round Lanner can only be obtained as a rare drop from the Trial “The Minstrel’s Ballad: Thordan’s Reign”. You’ll have first encountered the God-king through the Main Story of the Heavensward Expansion. What we’re looking for here is the Ballad, or Extreme version of this Trial.
This trial is where you can get your Round Lanner Whistle.
The fight can be unsynced with as few as three Players at this point. You shouldn’t have any trouble getting a Party filled in pursuit of your avian prize.
Unlocking The Minstrel’s Ballad: Thordan’s Reign

It’s a relatively short trip, but a bit out of the way if you aren’t prone to backtracking.
First and foremost, you will need to have completed the final Quest of 3.0: “Heavensward”.
Make your way to Alys (Mor Dhona – Seventh Heaven, X:22 Y:9).
She’ll inform you that the Wandering Minstrel has desperately been awaiting your return. Accept the Quest “Thordan’s Reign”.
Have a quick chat with the Minstrel, and he’ll unlock the Duty you’re looking for.
A King’s Bounty

During your repeated attempts to teach this old man a lesson and steal his bird, you’ll also get Heavensward Helm Fragments and weapons.
The Fragments can be traded with Bertana (Idyllshire – Rowena’s Center for Cultural Promotion, X:6 Y:5) for the following:

The Weapons, though long outdated, make for good desynthesis items.
The Barding is neat and many people forget it exists.
The Mount itself is there as a pity, should you somehow manage to not get your bird after 99 runs.
