You get TM04 Calm Mind from Sage Ryoku, who is found deep within Relic Castle. Sage Ryoku is one of 6 Sages that you’re asked to track down after the main story has been completed, so this TM is only available in the post-game.
Relic Castle is found in the northwest corner of the Desert Resort, which is located at the end of Route 4.
You won’t be able to access the chamber room where Sage Ryoku is waiting until after you’ve defeated the Elite Four and N.
Note: Relic Castle features several sand traps that you must carefully walk around to avoid sinking through to the bottom floor. You cannot run over the traps.
TM04 Calm Mind Location (Step-by-Step)
Step 1: Starting at the Nimbasa City Pokémon Center, head east across the city.
Step 2: Keep walking east, passing the Battle Subway.
Step 3: At the far east end of the city, exit south through the green tunnel going down.
Step 4: The tunnel’s exit leads to Route 4. From here, head south.
Step 5: Keep south on Route 4, passing the hiking trainer.
Step 6: Above Route 4 is an overpass. Keep south through the other side of the overpass, and turn left onto the next available road.
Step 7: Head west on the road, passing the orange traffic cones.
Step 8: Head north at the corner of the road, passing the vending machine.
Step 9: Continue north through the other side of the overpass and head onto the sand path.
Step 10: Keep walking north through the sand.
Step 11: Take your first available left turn on the sand path.
Step 12: Continue west on this path, passing by the Doubles trainers.
Step 13: At the far west end of the path is a tunnel that leads to the Desert Resort. Enter through this tunnel.
Step 14: Now that you’re at the Desert Resort, head north in-between the two NPCs.
Step 15: Continue north across the sand dunes past the hiking NPCs.
Step 16: Veer northwest through the sand, passing the well-dressed NPC with sunglasses.
Step 17: The Relic Castle entrance is directly ahead, surrounded by statues. Once you see the entrance just go inside.
Step 18: Upon entering the Relic Castle, head west past the first sand trap.
Step 19: Walk slowly above the next sand trap to make sure you avoid falling in, and then turn south.
Step 20: To the south of the trap is a staircase. Climb down these stairs to reach the lower floor.
Step 21: From the stairs you should see a sand trap in front of you.
Allow yourself to sink through the sand trap to fall down to the lower floor.
Step 22: After sinking through to the lower floor, head west past the sand trap ahead.
Step 23: After passing the sand trap, turn south.
Step 24: Directly ahead is another sand trap. Purposefully sink through this one as well so you can fall to the lower floor.
Step 25: Now on the lower floor, walk west past the sand trap to your left.
Step 26: Next to that first sand trap is a narrow passage in-between two walls.
Carefully walk through this passage and sink through the next sand trap (pictured below).
Step 27: After sinking through to the next floor, walk into the sand trap straight ahead (should be on your left).
Step 28: Now that you’re on the basement floor of the Relic Castle, head northeast over the hill.
Step 29: At the top of the hill is a doorway. Enter through this door to reach the Castle’s chambers.
Step 30: Once inside the chambers, head north on the path and climb down the stairs to the left.
Step 31: Head through the doorway at the bottom of the stairs.
Step 32: The doorway leads to a much smaller room with a few exits.
Go through the southern door at the bottom of the room.
Step 33: The next room will have three columns. Enter through the door to the west.
Step 34: The next room will seem familiar, but I swear you’re not walking in circles.
In this area, continue through this room’s south door.
Step 35: Then in the next room you’ll see three pillars again. And once again, walk through the western door.
Step 36: The next room will have four columns, with one of them collapsed and lying on the ground.
Head through the western door (straight ahead).
Step 37: Speak to Sage Ryoku who you’ll find waiting in the next room.
Step 38: After a brief conversation, Ryoku will give you TM04 Calm Mind.

Calm Mind is a strong Status move that increases the user’s Special Attack and Special Defense stat by one stage each use.
This can be incredibly useful for fortifying your Pokémon’s defenses in battle, while also providing a damage boost.

The best candidates for learning and using Calm Mind typically feature an already-strong Special Defense stat. So they’d be Pokemon that could benefit from a boost in Special Attack as well.
Pokémon like Blissey, Cryogonal, and Ferrothorn can become quite powerful after using just one Calm Mind in battle.
