You’ll find TM12 Taunt on an outer cliff of Victory Road. This is the mountain you’ll traverse before reaching the Pokémon League, and Victory Road has a three floors to go through. You can find Taunt on the exterior of the second floor.
More specifically, it’ll be on the far-eastern side of the mountain there.
But you won’t be able to access Victory Road at all until you have all eight Gym Badges.
That said, you don’t need any HMs to reach TM12’s location.
TM12 Taunt Location (Step-by-Step)
Step 1: At the entrance to Victory Road, head straight through the door into the mountain.
Step 2: Now inside the mountain, head north alongside the body of water.
Step 3: As you walk north, you’ll come across a staircase to your right. Take these stairs to the second floor.
Step 4: At the top of the stairs, head southwest past the trainer with blue hair.
Step 5: Continue south and exit the inside of the mountain.
Step 6: The exit will lead to the outside of the mountain cliffs.
From here, head east past the trainer and slide down the cliff face of the mountain.
Step 7: Sliding down the mountain brings you back to the first floor exterior.
From here, just head east at the bottom of the cliff.
Step 8: Continue east and enter the first door you see (it’ll be directly below a tree). This door leads back inside the mountain.
Step 9: Now back inside the mountain, head east on the path next to the body of water.
Step 10: Continue on this path, eventually curving and turning towards the west to walk in-between the two bodies of water.
Step 11: Directly ahead will be a set of stairs. Climb the stairs to reach the second floor.
Step 12: From the top of the stairs, turn upward to head north and take the set of stairs at the end of this passage – these stairs will bring you to the third floor.
Step 13: Now on the third floor, head south towards the exit to reach the outside of the mountain.
Step 14: From here, walk east on the third floor cliffs.
Step 15: Continue walking until you reach the far-eastern side of the cliffs.
At the very end you’ll notice a gap in the railing. Slide down here and you’ll end up on a small landing.
Step 16: TM12 Taunt will be visible here at the bottom of the cliff face as an overworld item.

Taunt is a Dark-type Status move that prevents the target from using status moves from 3-4 turns, or until the taunted Pokémon is switched out. If the user acts first, the target will be affected for 4 turns. Otherwise, the restriction lasts for a total of 3 turns.
Taunt is one of the most-effective Status moves that you could teach a Pokémon in a general playthrough.
This move can easily prevent tanks from using moves to restore their health or fortify their defense.
But Taunt is also just as frequently used against stalling Pokémon. Stallers typically depend on moves like Toxic and Will-O-Wisp to slowly eat away at their opponent’s HP – and Taunt really hampers that strategy.
It’s best to teach TM12 to a Pokémon with high Speed, as they can act before their opponent and inflict Taunt for a total of 4 turns.
Crobat and Aerodactyl are ideal Pokémon to teach this move to, with both boasting a base Speed stat of 130.
