You can get TM13 Ice Beam in the Giant Chasm, which is located off of Route 13. But to reach the Giant Chasm you’ll first need to complete the main story by defeating the Elite Four and Team Plasma.
You’ll also need HM03 Surf and HM04 Strength to reach the TM’s exact spot.
And as for the move itself:
Ice Beam is one of the strongest Ice-type moves in the game, inflicting damage at 95 base Power. The attack also has a 10% chance of freezing its target.
TM13 Ice Beam Location (Step-by-Step)
Step 1: Starting at the Undella Town Pokémon Center, head west and exit through the tunnel to Route 13.
Step 2: Now on Route 13, head north on the beach.
Step 3: Ahead and to the west is a set of stairs. Climb the stairs and head west.
Step 4: Continue on the path west and veer north after the Trainer Tips sign.
Step 5: Follow the winding grass path northwest past the NPCs.
Step 6: Continue walking west, then climb down the set of stairs leading to the beach.
Step 7: Now on the beach, use HM03 Surf while facing east on the ocean.
Then just surf on the water moving towards the right.
Step 8: Head east across the ocean, then turn north and start moving up a small channel, passing a patch of tall grass to the right.
Step 9: Continue surfing north past the NPC with a parasol on shore.
Step 10: Continue your trek north across the water, passing by the line of rocks.
Step 11: Keep surfing north through the narrow path of water – eventually you should see a shoreline at the very northern end of this path.
Step 12: Hop onto land at the shoreline above, then keep moving north.
Step 13: Climb the staircase north of the shore.
Step 14: Head north from the top of the stairs, passing between the large rocks.
Step 15: Continue on the path north, passing through the trees.
Step 16: Then take the first available right turn you see (alongside the trees). Keep moving right and then climb down the stairs leading you towards the left.
Step 17: At the bottom of the stairs is an entrance to a cave.
Enter the cavern here to reach the Giant Chasm.
Step 18: Now inside the Giant Chasm, take an immediate right and head east.
Step 19: Continue east through the cave.
Step 20: Follow all the way east until you hit a corner, then turn to keep following this path veering north.
Step 21: Directly ahead is a large boulder.
Use HM04 Strength to push the boulder over & into the hole.
Step 22: Walk over the now-covered hole and follow the path west through the cave.
Step 23: Keep west on this path.
Step 24: At the end of the path is a set of stairs above you.
Head down these stairs and exit the cavern.
Step 25: The cavern’s exit leads to the forest area of the Giant Chasm.
So once you’re outside again, climb down the stairs in front of you to reach the forest floor below.
Step 26: Head north through the forest, passing sections of tall grass.
Step 27: Keep walking north past the trees.
Step 28: Just ahead is a small ledge.
Hop over the ledge and continue north.
Step 29: Continue north through the patches of tall grass.
Step 30: As the forest ends at the very northern end, turn and head east.
Step 31: Straight ahead is another ledge. Hop over this ledge and keep going east.
Step 32: You’ll soon spot a set of stairs to the north. But ignore them and just keep moving east past the stairs.
Step 33: Once the path ends east, veer south alongside the tall grass.
Step 34: To the south is another ledge.
Jump over this ledge and then head west.
Step 35: Continue walking through the tall grass, turning southwest as you go.
Step 36: Continue the trek west until you see an item inside a patch of grass.
Step 37: TM13 Ice Beam is on the ground in the tall grass patch. It should be visible as an overworld item.

Ice Beam is one of the most powerful ice-type moves in Pokémon Black & White (and in other Pokémon games too).
It offers strong damage at 95 base Power, along with perfect Accuracy.
Ice Beam also freezes its target 10% of the time, which makes this dominating attack that much better.
Ice-type moves in general are considered to be very strong, since they have wide type coverage against Dragon-, Flying-, Grass-, and Ground-type Pokémon.
When used by an Ice-type Pokémon, Ice Beam’s base Power jumps from 95 to nearly 143 thanks to STAB. So this is a must-have TM in your Black & White playthrough.
Since Ice Beam is a special move, it’s best to teach TM13 to a Pokémon with strong Special Attack.
- Jynx is an excellent user of Ice Beam, and coincidentally can be found in the tall grass areas of the Giant Chasm.
- Glaceon surprisingly doesn’t learn Ice Beam via level-up, so it would have to learn the move via TM. And Glaceon’s 130 Special Attack makes it a great fit for the move.
