TM15 Hyper Beam can be purchased for 90,000 Pokédollars at Shopping Mall Nine, which is located on Route 9 just outside of Opelucid City. The TM can be purchased at the Technical Machine Department, which is on the middle floor of the Mall.
But before you’re able to reach Opelucid City, you’ll first need to defeat the Icirrus City Gym. You’ll also have to defeat Team Plasma at both Dragonspiral Tower and Relic Castle.
As for the move itself: Hyper Beam is a Normal-type attack that dishes out heavy damage at 150 base Power. The user must also recharge after attacking with Hyper Beam, which prevents the Pokémon from moving during its next turn.
TM15 Hyper Beam Location (Step-by-Step)
Step 1: Head west from the Opelucid City Pokémon Center.
Step 2: Continue west through the city, passing the Trainer Tip sign surrounded by flowers.
Step 3: Continue walking until you reach the green tunnel on the west side of the city. Enter the tunnel and exit onto Route 9.
Step 4: Now on Route 9, keep walking west past the vending machines.
Step 5: Just past the vending machines is Shopping Mall Nine, so head inside and we’ll get the Hyper Beam TM.
Step 6: Shopping Mall Nine has three floors connected by stairs. After entering the Mall, head up the small staircase to the right.
Step 7: Speak to the clerk at the top of the stairs to purchase TM15 Hyper Beam.

Hyper Beam has remained an iconic move since Gen 1 Pokémon. But its use in the later gen video games no longer justifies its legendary status.
As a Normal-type Special move, Hyper Beam hits for devastating damage at 150 Power.
The deal-breaker for this attack is that it causes the user to recharge afterwards, missing their next turn. Because this is effectively a two-turn move, Hyper Beam’s base Power is diminished to an average of 75 per turn.
At a price of 90,000 Pokédollars, TM15 Hyper Beam simply isn’t worth the money in Black & White.
But if you’d really like to purchase the move, teach it to a Normal-type Pokémon with high Special Attack. Porygon-Z and Togekiss are both solid candidates for Hyper Beam.
