TM24 Thunderbolt is located on the ground near P2 Laboratory, which is directly off of Route 17. You can reach P2 Laboratory by surfing west of Nuvema Town and following the ocean’s water currents.
But to do that you’ll need HM03 Surf, which you’ll get from Elite Four Champion Alder after defeating the Mistralton City Gym.
As for the move itself:
Thunderbolt is a strong Electric-type attack that inflicts 90 base damage at perfect Accuracy. It also has a slight chance of paralyzing its target.
TM24 Thunderbolt Location (Step-by-Step)
Step 1: Head north on the dirt path above your home in Nuvema Town.
Step 2: Continue north on the dirt path to reach Route 1.
Step 3: Keep walking north through the patches of tall grass.
Step 4: Turn left at the trainer tip sign and head down the stairs towards the body of water.
Step 5: Use Surf to swim across the water.
Step 6: Head south across the water and then follow it along the path curving west.
Step 7: Continue west across the water, passing the patch of wild flowers and trees.
Step 8: You’ll reach some land across from the line of rocks in the water (this is also where the waterway ends).
Disembark here, then head east up the stairs.
Step 9: Once you’re up the stairs, turn south and travel through the patches of tall grass.
Step 10: Continue south through the tall grass, passing the elevated grassy knolls.
Step 11: Once you’ve reached a white picket fence, walk around it and head southwest onto the dirt path.
Step 12: Cross through the green tunnel at the end of the dirt path to reach Route 17.
Step 13: After making it through the tunnel and onto Route 17, use Surf on the ocean directly ahead.
Step 14: Surf west across the ocean past the first patch of shallow water.
Step 15: Continue west across the water, passing the Hiker trainer.
Step 16: Head south once you’ve reached the large column-shaped rock formation.
Step 17: As you travel south, you’ll pass currents on the left. Continue south until you reach the very last current, and then surf onto it (this current will take you westward).
Step 18: The current will automatically move you west towards Route 18.
At the end of the current you’ll jump over a ramp made of rocks.
Step 19: After jumping the ramp, surf west until reaching the island directly ahead of you.
Land here, then head up the small set of stairs.
Step 20: After climbing the first set of stairs, climb the second staircase towards the top of the island.
Step 21: At the top of the island, head north through the tall grass, passing by the hiker NPC.
Step 22: Continue through the tall grass and follow the path west.
Step 23: Continue west until you’ve reached a small house with an olive-green roof.
From here, keep going west a bit more towards a large flight of stairs.
Step 24: Climb down these stairs to reach the bottom level of the island.
Step 25: Once you’re at the bottom of these stairs, turn to head north up the smaller set of stairs above you – this will bring you away from the beach and onto some grass.
Step 26: Keep moving upwards, then turn to head east once you see some patches of tall grass.
Step 27: Continue east until you reach a tall staircase leading north. Take these stairs up to the island’s second level.
Step 28: At the top of the stairs, head to the right and then turn south to carry on through the tall grass.
Step 29: At the end of the tall grass, turn and head east to walk over a bridge.
Step 30: Then after the bridge, take the nearby staircase going down.
Step 31: From the bottom of these stairs, head south down the next smaller set of stairs you’ll see ahead of you.
These stairs will bring you to the beach. Once you’re there, use Surf to head east on the ocean water.
Step 32: Surf east and go onto the water current directly ahead (it’ll be the second current down from the big rock).
Let this current carry you automatically across the ocean.
Step 33: The current will carry you to P2 Laboratory.
Once the current drops you off, disembark on the nearby land and head up the small set of stairs.
Step 34: At the top of the stairs, head south through the tall grass.
Step 35: Keep moving south and you’ll quickly see TM24 Thunderbolt in the lower-left corner of the tall grass patch.

Thunderbolt is one of the most valuable Electric-type moves in Black and White, so it’s absolutely worth the effort to get it.
The move offers great damage with perfect accuracy.
And if used by an Electric-type Pokémon, Thunderbolt’s base Power becomes 143 thanks to STAB (Same-type attack bonus).
The move also has a 10% chance of paralyzing its opponent, which feels like the cherry on top.
The list of Pokémon that you can teach this move to is extensive – Pokémon like the Psychic-type Gothitelle and the Normal-type Herdier can even learn Thunderbolt.
But since Thunderbolt is a Special-type attack, be sure to pair it with your best Special Attackers, whoever they might be.
