You will find TM35 Flamethrower in a Poké Ball on the ground at the Abundant Shrine. This shrine is located just off of Route 14, which is west of Undella Town.
But before you’re able to reach the Abundant Shrine, you must first beat the game by defeating the Elite Four and Team Plasma. You’ll also need Pokémon in your party that know both HM03 Surf and HM05 Waterfall.
As for the move itself: Flamethrower is one of the best Fire-type moves available, as it dishes out damage at 95 base Power with perfect Accuracy. It also has a 10% chance of inflicting its target with a burn.
TM35 Flamethrower Location (Step-by-Step)
Step 1: Starting at the Undella City Pokémon Center, head south onto the beach.
Step 2: Use Surf on the ocean ahead to continue south on the water.
Step 3: Directly ahead is another beach.
Hop out of the water and continue walking south on this beach.
Step 4: Keep moving south to reach Route 14. Then continue across the bridge ahead.
Step 5: Turn to head west at the end of the bridge, walking alongside the water.
Step 6: Ahead to the west is another bridge. Walk over this bridge heading south.
Step 7: Just south is another bridge with a karate trainer standing in the middle.
At this bridge you’ll want to use Surf while facing west (towards the waterfall).
Step 8: Then use Waterfall to climb up the cliff ahead.
Step 9: From the top of the waterfall, keep surfing to the west and you’ll spot another waterfall facing north.
Climb this waterfall as well.
Step 10: From the top of this second waterfall, head west to disembark onto land.
Step 11: Keep moving to the west and you’ll soon find another waterfall near a Hiker NPC, but this one is flowing down into the river below.
Use Waterfall to climb back down the cliff.
Step 12: Then from the bottom of this waterfall, turn and head west to disembark onto land here.
Step 13: Head northwest and enter the forest ahead, which holds the Abundant Shrine.
Step 14: Now inside the Abundant Shrine, head north up the stairs ahead and then turn to go west.
Step 15: To the west is a small house. Head southwest from that house, walking along the small body of water.
Step 16: Continue walking west alongside the water.
Step 17: Keep moving west and you’ll see TM35 in a small Poké Ball on the ground, located behind the small group of trees.

Flamethrower is a strong Fire-type move that deals considerable damage at 95 base Power.
The move also features perfect Accuracy and a 10% chance to burn its target.
As a Special move, Flamethrower is at its best when used by a Pokémon with a strong Special Attack. Most Fire-type Pokémon learn Flamethrower via level-up, but there are a few exceptions to that rule.
Volcarona and Chandelure can only be taught Flamethrower using TM35, and both are strong Fire-types with exceptional Special Attack (135 and 145 base Special Attack, respectively.) So these would be great choices to teach this move via TM – unfortunately you can only get TM35 in the post-game, but still better late than never.
And there’s another thing to note here too:
Many non-Fire-types can learn Flamethrower as well. So consider teaching this move to any Pokémon with great Special Attack.
Hydreigon, Zoroark, Togekiss, and Salamence are all eligible to learn TM35 and they would make great Flamethower users in your party.
