TM45 is found inside of a building on Northern Street in Castelia City. It’s the first building on the right, and you’d take the elevator to the 47th floor and speak to a girl NPC pacing in the middle of the room. She will give you TM45 Attract.
Attract is a Normal-type move that causes targeted Pokémon of the opposite gender to become Infatuated, making their moves fail 50% of the time.
TM45 Attract Location
Step 1: Starting at the Castelia City Pokémon Center, head North up the alley to the right of the Center.
Step 2: Exiting the alley onto Castelia Street, keep going north towards the street’s exit.
Step 3: From the Castelia street exit, you’ll enter Central Plaza and continue going north.
Step 4: At the top of the Plaza’s water fountain, exit north towards Northern Street.
Step 5: Then once you’re on Northern Street, enter the first building on the right.
Step 6: Speak to the NPC guarding the building’s elevator and take it to the 47th floor.
Step 7: On the 47th floor, locate the brunette girl pacing in the middle of the room.
Step 8: Speak to her and she’ll give you TM45 Attract.

TM45 Attract is a Status Normal-type move that can only be used against Pokémon of the opposite gender.
When used, the target Pokémon becomes Infatuated, causing its moves to fail 50% of the time.
Attract is a powerful Status move when usable, but relies entirely on gender, which can be unpredictable in battle. Infatuation will also wear off when either Pokémon faints or is switched out of battle, making Attract easy to maneuver against.
So it’s generally not worth using without some kind of larger strategy in place.
