TM63 Embargo is on the ground in a small area east of Dragonspiral Tower. To reach this TM you’ll need to already have HM03 Surf, which you’ll get from Champion Alder before reaching Icirrus City.
Embargo is a Dark-type move that affects its target for 5 turns. It prevents the Pokémon’s held item from being used, and also prevents the use of any Bag items on the target.
TM63 Embargo Location (Step-by-Step)
Step 1: Starting at the Icirrus City Pokémon Center, head north to follow the path moving away from the Center.
Step 2: The path above the Pokémon Center forks in two different directions; take the path leading north.
Step 3: Keep walking north past the Gym and the NPC with the pink parasol.
Step 4: Continuing north past the patch of wild grass, and then walk through the entrance to Dragonspiral Tower.
Step 5: Once you’re on the bridge inside, use Surf and head east on the water.
Step 6: Continue surfing east to reach a small area of land next to Dragonspiral Tower.
Step 7: After you’ve reached land, head north. TM63 Embargo will be located in a Poké Ball overworld item between patches of tall grass.

Embargo is a Dark-type Status move that is typically used to prevent opposing Pokémon from healing mid-battle. When used, the target is unable to use held items or Bag items for a total of 5 turns.
Embargo works best when used by a Pokémon with high Attack, as you want to inflict as much damage as possible while your opponent is unable to heal using items.
Because Embargo’s effect can be easily-negated by switching out the target Pokémon, it’s rarely used in competitive battles.
However it does have use in a typical playthrough to defeat the Elite Four, because preventing NPCs from healing their Pokémon mid-battle can actually be useful in some situations.
It’s also worth mentioning that many Dark-type Pokémon that pair well with Embargo will learn this move via level-up. So obtaining the TM may be a waste of time in many cases.
Krookodile and Bisharp are ideal Embargo users due to their high Attack stats, and they both learn the move at levels 22 and 41 respectively.
