TM65 Shadow Claw can be found at the Celestial Tower. The TM is located in the southwest corner of the Tower’s fourth floor.
The Celestial Tower is located off of Route 7, north of Mistralton City. Before you’re able to reach Mistralton City and the Celestial Tower, you’ll need to defeat Gym Leader Clay in Driftveil City and also make it through Chargestone Cave.
TM65 Shadow Claw is a Ghost-type move that inflicts damage at 70 base power. It also has a high critical hit ratio.
TM65 Shadow Claw Location (Step-by-Step)
Step 1: Starting at the Mistralton City Pokémon Center, head North on the path.
Step 2: At the top of the path, take a right to go behind the PokeCenter.
Step 3: At the end of the path, head north towards Route 7.
Step 4: Step onto the elevated beam in front of you to walk above the grass.
Step 5: Continue on the beam path and head north.
Step 6: At the end of the beam, right turn and step down back onto the ground.
Step 7: Continue north on Route 7.
Step 8: Keep north on the path, and eventually you’ll see a tall grey building. Go inside to enter Celestial Tower.
Step 9: After entering the Tower, take the staircase to the second floor.
Step 10: Once on the second floor, head north across the room and climb the floor’s staircase to the third floor.
Step 11: Now on the third floor, head south and take the staircase leading up to the fourth floor.
Step 12: On the fourth floor, go north to reach the second row of gravestones.
Step 13: TM65 Shadow Claw will be located in a Poké Ball at the far-left end of the second row of gravestones (pictured below).

TM65 Shadow Claw is a Physical Ghost-type move that deals damage at 70 base power. The attack also has an increased critical hit ratio.
Because there aren’t many Physical attacking Ghost-type Pokémon, it can be difficult for Shadow Claw to reach its full potential in a typical playthrough.
If you’re set on using the move, pair it with a hard-hitting Pokémon like Golurk for max effectiveness.
