The NPC that gives you TM70 in Pokémon Black

You’ll get TM70 Flash from an NPC in Castelia City. He’ll be hiding behind some dumpsters in an alleyway west of the Pokémon Center. When you approach the dumpsters, he will jump out and give you TM70 for free.

But before you’re able to reach Castelia City, you’ll need to defeat the Nacrene City Gym and make it through Pinwheel Forest. You’ll then cross Skyarrow Bridge to arrive at Castelia City.

Flash is a Normal-type move used to lower your opponent’s Accuracy in battle by one stage. It is also used outside of battle to illuminate dark caves.

TM70 Flash Location (Step-by-Step)

Step 1: Starting at the Castelia City Pokémon Center, head west.

Step 2: Continue west past the first alley you encounter.

Step 4: Head down the second alley you encounter. There will be a blue sign at the front of the alleyway.

Step 5: Walk down the alley past the blue dumpsters. An NPC will then jump out and give you TM70 Flash.

Flash is a Status Normal-type move that can be used in and out of battle.

When used in battle, Flash lowers the target’s Speed by one stage. Because of its limited benefits, it’s rare to see this move used in battle or in a competitive setting.

Since the first Generation of Pokémon games, Flash has really only had value with one feature outside of battle: lighting up dark caves.

In Black and White, Flash can be used to light up two different areas – Mistralton Cave and Wellspring Cave.

But even though it’s usable in these areas to help you see your surroundings, Flash isn’t an absolute necessity. Although it does make navigation much easier.
