You can only get TM77 Psych Up by purchasing it with 48 Battle Points (BP) at an Exchange Service Corner within the Battle Subway. The Battle Subway is located to the right of the city’s Pokémon Center.
The Battle Subway has seven subway trains that hold a different style of battle. BP gets awarded based on your total win streaks and based on the difficulty of each battle. TMs and other items can be purchased with BP at an Exchange Service Corner on each subway.
As for the move’s effects:
Psych Up is a non-damaging move that copies the stat changes of its target, positive or negative. It also bypasses Accuracy checks to always hit.
TM77 Psych Up Location (Step-by-Step)
Step 1: Starting at the Nimbasa City Pokémon Center, head east.
Step 2: The large building east of the Pokémon Center is the Battle Subway, so head inside there.
Step 3: The entrance to the Battle Subway leads to a circular platform with different subway trains.
Each train has an Exchange Service corner, so you can enter any train you’d like.
Step 4: After entering the subway, you’ll see the Exchange Service Corner in the northwest corner. Speak to the clerk on the left.
Step 5: TM77 Psych Up can be purchased from this clerk for 48BP.

Psych Up is a Normal-type Status move that copies the stat changes of its target. Allies can be targeted with Psych Up too, so it’s a solid move to use in Double or Triple battles.
In multi battles, Psych Up allows status moves like Swords Dance and Belly Drum to essentially be used on more than one Pokémon in your party.
This provides flexibility in how you boost the stats of your Sweeper while allowing it to focus more on using damage-dealing moves.
Another fun use of Psych Up is to pair it with the move Swagger.
Using this strategy, Swagger will increase your opponent’s Attack by two stages, but also inflict Confusion.
On the next turn, your Pokémon can use Psych Up on the same target to also receive a two-stage Attack increase without taking on the status change.
Psych Up is rarely used outside of multiplayer battles, since it’s difficult to depend upon your opponent using a stat-boosting move that you could benefit from. So for a single-player playthrough of B&W it’s much easier to use your own preferred Status move instead.
