Water Pulse is a Special Water-type attack that boasts decent damage at 60 base Power. As a secondary effect, Water Pulse also confuses its target 20% of the time.

Water Pulse performs well as a Water-type Pokémon’s go-to attack, especially early on in your journey. The chance for inflicting confusion is relatively high, and it can become a serious nuisance for your opponents.

So this is certainly a TM worth using on someone in your party.

And it gets even better:

Water Pulse can be taught to a wide variety of types, making it a reliable move for the early game to help with varying type advantages.

But if you’re looking to take advantage of STAB, then Tentacruel, Poliwrath, and Starmie are all great candidates to teach Water Pulse to.
