You can only get TM13 Ice Beam from the Celadon City Prize Corner for 4,000 coins. This means you can acquire multiple Ice Beam TMs, as long as you have enough coins from the Game Corner.
The fastest way to get coins is to buy them, and you can buy 500 coins for 10,000 Pokédollars. So if you wanted to buy enough coins for this TM it would cost you 80,000 Pokédollars.
Note: Before you can start collecting coins you’ll need to acquire the Coin Case in a house in Celadon City.
TM13 Ice Beam Location (Step-by-Step)
Step 1: Starting from the entrance to Celadon City, head a bit west past the Pokémon Center.
Step 2: After passing the Pokémon Center you’ll want to turn south down the path in-between some buildings.
Step 3: You’ll come across two buildings to the left. Enter the smaller building (the Prize Corner) once you have enough coins to get the TM.
Or if you need coins then you can get them from the larger building next door (the Game Corner).
Step 4: After entering the Prize Corner, speak to the cashier on the right.
Step 5: They will sell you unlimited copies of the Ice Beam TM for 4,000 coins each.

Ice Beam is easily one of the more powerful Ice-type attacks in FireRed & LeafGreen.
This move dishes out damage at 95 base Power, while also landing with 100% accuracy. And the move has a 10% chance of freezing its opponent, which feels like icing on the already-amazing cake.
And here’s something else interesting:
Only Articuno can learn Ice Beam via level-up in FRLG. This makes it even more worthwhile to grab TM13, even at 4,000 coins, because it’s such a useful move in every single playthrough of the game. Especially once you’re at the Elite Four and taking on Lance’s Dragonites.
But who would be the best Pokémon to teach Ice Beam to?
Lapras and Cloyster are both solid Special attackers that can wield Ice Beam effectively. Jynx is also one of the best options for this move, as it has the potential to deal significant damage with its 115 base Special Attack.
