TM15 Hyper Beam is available for purchase at the Celadon City Department Store for $7,500 Pokédollars. This is the only way to get the Hyper Beam TM, and you can acquire an unlimited amount of copies this way.
You’ll first reach Celadon City by traveling through the underground path west of Lavender Town. But before you’re able to access Lavender Town, you’ll need your Thunder Badge from Vermilion City.
TM15 Hyper Beam Location
Step 1: Starting at the entrance to Celadon City, head west past the Pokémon Center.

Step 2: Continue west through the city and pass by the trainer with a Poliwhirl.


Step 3: Enter the Department Store once you see it – it’ll be the large building with double doors in the front.

Step 4: After entering the store, head up past the counter towards the back wall.

Step 5: Just past the counter is an elevator and a set of stairs. Walk up the stairs to the second floor.

Step 6: At the top of the stairs is a sales counter. Speak to the cashier that’s standing closest to the stairs.

As a Normal-type Special move, Hyper Beam hits for devastating damage at 150 base Power.
The downside of this powerful attack is that it forces the user to recharge, which means doing nothing on the next turn.
Because this is effectively a two-turn move, Hyper Beam’s Power should be considered more like 75 per turn.
To get the most out of Hyper Beam, teach it to a Normal-type Pokémon with a dominating Attack stat. Snorlax can work, and Slaking is a natural fit for the move too, as its 160 base Attack is among Generation III’s best.
Hyper Beam also works very well with Slaking’s ability Truant.
Truant forces Slaking to frequently ‘loaf around’ and miss upcoming turns. When using Hyper Beam though, the ability will always use the attack’s recharge turn to loaf around.
This can be a great way to get the most out of Slaking’s dominating stats.
