TM19 Giga Drain can only be obtained as a reward after you beat Erika at her Gym in Celadon City. The Gym is located in the southwest corner of the city, and you can challenge her to a battle as soon as you reach Celadon.
There are no other ways to obtain any other Giga Drain TMs in the game (other than trading in copies or via cheats).
TM19 Giga Drain Location
Step 1: Starting at the Celadon City Pokémon Center, head west through the city.
Step 2: Continue walking west past the trainer and their Poliwhirl.
Step 3: Follow the path south here, which changes direction at the entrance of the Department Store.
Step 4: Veer southeast on the path and pass in front of the body of water with the old man behind it.
Step 5: Keep east past the Team Rocket grunt.
Step 6: Just ahead you’ll spot a small tree along the larger treeline. Use HM01 Cut to remove the tree and then travel into the new opening.
Step 7: After cutting the tree, head west on the path between the trees.
Step 8: Keep walking west past the small building and ledge.
Step 9: You should be able to enter the Gym ahead to challenge Erika.
Step 10: Erika will give you the Rainbow Badge and TM19 Giga Drain after you beat her in battle.

Giga Drain is a Special Grass-type attack that features a modest 60 base Power. Although the most useful aspect of this move is its secondary effect:
The user recovers 50% of the damage it inflicted as HP.
So even though Giga Drain can be a good way to recover health in battle, it is ultimately held back by its low PP of 5. And at its middling power level, restoring sufficient HP can be a challenge.
But let’s say you want to use this move in your party.
Who should you teach it to?
Giga Drain can’t be learned via level-up by any Grass-type in FireRed or LeafGreen. So it’s worth teaching TM19 to a Grass Pokémon with high Special Attack, such as Exeggutor, Venusaur, Victreebel, or Vileplume.
