TM21 Frustration is located on the 3rd floor in the basement of the Game Corner, which is Celadon City’s casino. You can access the basement by opening some stairs after you defeat the Team Rocket Grunt standing near a poster at the back wall of the Game Corner.
You’ll be able to access this TM’s location as soon as you reach Celadon City.
TM21 Frustration Location (Step-by-Step)
Step 1: Starting from the Celadon City Pokémon Center, head south down the path ahead.

Step 2: Two red buildings will be directly ahead to the south. Enter the larger building on the left, which is the Game Corner.

Step 3: Now inside the Game Corner, head north across the floor.

Step 4: If you’ve already unlocked the stairs to the basement then you can just head down the stairs.
Or if not, then you’ll need to battle the Team Rocket grunt ahead, who is guarding access to the basement by standing next to a poster on the back wall.

Step 5: After defeating the grunt, push the switch behind the poster.

Step 6: The switch will open up a staircase, and then you can head down the stairs.

Step 7: The stairs lead to the basement of the Game Corner. From here, climb down to the 2nd floor by taking the stairs directly ahead.

Step 8: Now on the 2nd basement floor, take the next set of stairs down to the 3rd floor. You’ll find those stairs ahead to the west.

Step 9: Once you’ve made it to the 3rd floor, head down the path along the right-most wall.

Step 10: Continue south, passing the Team Rocket grunt on your way.

Step 11: TM21 Frustration will be found in a Poké Ball on the ground ahead.

TM21 Frustration is an unpopular move across all Pokémon games, and for good reason.
It requires you to make your Pokémon unhappy to deal more damage in battle. This involves activities that are counterintuitive to the process of raising and training strong Pokémon, so it’s generally not a TM worth using.
In order to make Frustration useful, you would need to make your Pokémon constantly faint in battle, or would need to feed it bitter consumable items such as Revival Herbs.
Below is the formula used to calculate Frustration’s base power:
Power = (255 – Friendship)/(2.5)
The highest base level power for Frustration is 102, when a Pokémon’s Friendship value is 0.
The maximum value of Friendship that you can achieve is 255. And this naturally raises as you level your Pokémon, which makes high-Friendship moves like Return far more valuable.
A greater Friendship level is rewarded for completing simple tasks like leveling up your Pokémon, walking, or using Friendship-raising berries. Because of this, Friendship is positively-affected just by using your Pokémon on your journey.
So what should you do with the Frustration TM?
Generally it’s best to simply sell the TM for Pokédollars, since the move itself is basically worthless at every point in the game.
