You can only get TM35 Flamethrower from the Celadon City Prize Corner. The TM will cost 4,000 coins, and you can get an unlimited number of Flamethrower TMs this way.
The fastest way to get coins is to buy them. You can buy 500 coins for 10,000 Pokédollars, so if you wanted to buy enough coins for TM35 it would cost you 80,000 Pokédollars.
Note: You’ll need to obtain the Coin Case in Celadon City before you can start collecting coins.
TM35 Flamethrower Location (Step-by-Step)
Step 1: Starting at the entrance to Celadon City, head west past the Pokémon Center.
Step 2: After passing the Pokémon Center, turn south to go down the first path you see in-between buildings.
Step 3: You’ll come across two buildings to the left.
You’ll want to go into the smaller building to claim your TM, or if you need coins then you’ll want to go into the larger building (the Rocket Game Corner).
Step 4: After you have enough coins, enter the Prize Corner and speak to the cashier on the right.
Step 5: TM35 Flamethrower is available for 4,000 coins.

Flamethrower is a strong Fire-type move that deals considerable damage at 95 base Power.
The move also features perfect Accuracy and a 10% chance to burn its target. So it’s really quite a strong move if you can afford it.
That said, TM35 may not be worth the coins initially, because almost all Fire-types in FireRed & LeafGreen will learn Flamethrower via level-up.
With that being said, this attack can be taught to a variety of different non-fire type Pokémon. So definitely consider using this move on anyone in your party that has a devastating Special Attack.
