Torment is a Dark-type Status move that is commonly used in competitive play due to its ability to counter the Choice item strategy.
Choice items, when held by a Pokémon, provide a stat boost that varies depending on the item.
But after the boost is in-effect, the user is locked-in to using only one move for the duration of that battle.
Because Torment disallows two consecutive uses of the same move, any target holding a Choice item is forced to alternate between their one move and Struggle.
The downside to Torment is that the move doesn’t follow its target. So once the target Pokémon is switched out of battle, it is no longer affected by the move lock-in.
That being said, forcing your opponent to switch in the middle of battle almost always guarantees a free turn. So it can be a reasonable move to use in competitive play – but for a general playthrough of FireRed or LeafGreen, you might consider just selling the Torment TM rather than teaching it to anyone in your party.
