TM49 Snatch can be found on the 4th Basement Floor of Celadon City’s Game Corner. The TM will be on the ground in the top-left corner of this floor, alongside the Rocket Grunt who drops the Lift Key for the elevator.
But before you’re able to access the casino’s basement, you’ll need to defeat the Team Rocket member on the casino’s main floor. You’ll then be able to reveal the building’s basement stairs.

TM49 Snatch Location (Step-by-Step)
Step 1: Head south down the path across from the Celadon City Pokémon Center.
Step 2: Enter the larger red building ahead, which is the Game Corner.
Step 3: Now inside the Game Corner, head north across the room.
Step 4: If you’ve already cleared the Rocket Grunt and examined the poster then just head down the stairs.
Otherwise, a Team Rocket grunt will be standing at the northern wall and he’ll challenge you to a battle.
Step 5: After defeating the grunt, push the switch behind the poster.
Step 6: The switch will open up a staircase and you can head down these stairs to reach the basement.
Step 7: From the basement, climb down the nearby staircase to reach the 2nd floor.
Step 8: Now on the 2nd floor, take the next set of stairs down to the 3rd floor, which can be found ahead to the west.
Step 9: Once you’ve made it to the 3rd floor, head southwest across the middle of the room.
Step 10: From the middle of the room, veer west towards the arrow maze ahead. Here’s a quick guide on how to work through this maze:
Take the first arrow tile pointing west.
Step 11: From the yellow buffer tile it drops you at, take the arrow below you pointing east.
Step 12: From the next yellow buffer title you land on, walk south through the maze and travel towards the left-hand wall. Avoid all the arrow switches for the time being.
Step 13: At the very southernmost point of this section will be two arrow tiles pointing east.
Take the top arrow tile it will drop you off at a yellow buffer tile in the south.
Step 14: After reaching that buffer tile, walk south through the gap in the wall.
Step 15: Now past the gap, veer over and head towards the northeastern corner across the floor.
Step 16: Up ahead to the north will be a set of stairs. Take these stairs down to the 4th floor.
Step 17: Now on the 4th floor, head up from the bottom of the stairs.
Step 18: Follow the path northwest and enter the very top-left hand room in the corner.
Then walk towards the table in the center of the room.
Step 19: TM49 Snatch will be on the ground next to the potted plant just past the table.

Snatch is a Dark-type Status move that attempts to mirror the Status moves of its target.
When Snatch is used, any healing or stat-boosting move used by the opponent is instead stolen by whoever uses Snatch.
This includes moves such as Swords Dance, Rest, and Minimize.
While it can be fun to steal a move from your opponent, Snatch really doesn’t have much use in the competitive scene. And it also doesn’t have a super practical use in a regular single-player playthrough of FireRed & LeafGreen.
It is far easier to just use beneficial Status moves for yourself, without having to rely upon copying your opponent.
Also note that if your opponent fails to use an eligible move, your turn is wasted and Snatch won’t do anything.
So this TM is much better off being sold for money rather than being used on anyone in your party.
