
There is only a single Dubious Disc to be found in HeartGold/SoulSilver, and it’s hidden behind a small Rock Climb puzzle that crosses between Mt. Mortar and Route 42.
That means you’ll need to have earned all 16 Gym Badges before you can access this item.
The Dubious Disc is the only way you can get a Porygon-Z to fill your Pokédex. Porygon2 evolves into Porygon-Z when you trade it with another player while it’s holding a Dubious Disc.
Dubious Disc Location (Step-by-Step)
To reach the Dubious Disc, start by flying to Mahogany Town. Then leave via the west exit onto Route 42.
Remember to bring a Pokémon with Rock Climb along with you.

Once you’re on Route 42, walk a few paces to the west until you reach the first entrance to Mt. Mortar. Head inside.

Now that you’re inside the cave, you should see a Rock Climb location almost immediately to your right. Use your Pokémon to climb up it.

Once you’re at the top, head south and walk down a small flight of steps.

Now, simply follow the path around to the left until you come to an exit out of the cave.

Immediately back outside on Route 42, you’ll see another Rock Climb location to your right. Slide on down.

At the bottom, you’ll see a Pokéball lying on the ground. This contains your Dubious Disc.

All that remains after that is to give it to your Porygon2 to hold, find a friend to trade with (or trade between emulators), and enjoy your high-powered digital duck!
