The only Magmarizer in Pokémon HeartGold & SoulSilver is located behind a couple Rock Climb paths on Cinnabar Island. This means you will need all 16 total Gym Badges before you can access this area.
Cinnabar Island is located within the Southwestern side of the Kanto Region. To access Cinnabar Island, you will need to have beaten Johto’s Elite Four and continued your adventure into the Kanto Region.
You will also need to have HM08 Rock Climb, as well as a Pokémon in your party that is capable of using this move. You can receive HM08 from Professor Oak in his Laboratory after defeating every Gym in Kanto.
The Magmarizer Location (Step-by-Step)
The Magmarizer can be found by using Rock Climb on the Volcano found at Cinnabar Island.
Once you’re at Cinnabar Island, you will be able to find your way around pretty easily, since all that’s left of the town is the Pokémon Center.
Step 1: Walk up the steps to the top-left of the Pokémon Center.
Step 2: Directly above the orange roof of the Pokémon Center, you will find two paths that you can use Rock Climb with. Turn to the one on the right side and use Rock Climb to climb up the path and onto the Volcano (going east).
Step 3: Now that you’ve climbed onto this first ledge, walk a few steps going east.
You will be able to see an item Pokéball in the overworld. This is the Magmarizer, but it is blocked by a boulder. So you will have to climb around to retrieve it.
Step 4: You should see another rock path that leads north towards the top part of the volcano. Use Rock Climb again here to climb up.
Step 5: Now you can move a couple steps to your right to reach another rock path that leads down to the Magmarizer.
Use Rock Climb here to travel down the volcano onto the lower ledge.
Step 6: Once you reach the lower ledge, the item Pokéball will be right there. So pick it up to receive the Magmarizer.
How To Use The Magmarizer
The Magmarizer allows a Magmar to evolve into its final form, Magmortar.
This can be a useful evolution, as Magmortar provides stronger stats than Magmar. The Magmarizer also provides the only method to getting a Magmortar in HeartGold & SoulSilver without transferring one from another game.
To begin, you will need to have a Magmar that you wish to evolve.
Magmar is a rare Pokémon in HeartGold & SoulSilver, with only two catchable locations within the game and a low chance of appearing:

If you’re patient & follow the location info in the table above, then you are bound to come across a Magmar eventually.
Once you have a Magmar, you will need to give it the Magmarizer as its hold item. Magmar evolves into Magmortar when it is traded while holding the Magmarizer, and the item disappears after use.
This is the only Magmarizer in HGSS, meaning you won’t get another shot to evolve a Magmar into Magmortar once traded.
If you want your Magmortar back from the trade, it’s highly recommended that you trade with a friend or someone that you trust. Another option would be to trade with yourself if you have an additional console and game.
That’s all there is to it! As long as Magmar is holding the Magmarizer when it is traded, evolution will trigger automatically once the trade is complete, and you can then trade back to receive your Magmortar.
