The easiest way to get a Muscle Band is to have your Mom save your money from the very beginning of the game, because she can randomly purchase a Muscle Band for you over time. You can pick up the items she buys for you in any Poké Mart.
Alternatively, Muscle Bands can also be redeemed in the Battle Frontier for 48BP. But this area is only available after you’ve defeated the Elite Four.

Obtaining Muscle Bands
Method 1: Getting a Delivery From Mom
The first method involves some RNG, but it allows you to obtain a Muscle Band without needing to beat the base game first.
At the start of the game, your Mom will ask if you want her to save some money for you. If you agree, she will keep a portion of all your battle winnings towards your savings.
Once you’ve reached a threshold of approximately 10000 PokéDollars in savings, she will randomly start calling you after trainer battles.
Tip: If you started saving up later in the game, you can go back to your house to directly deposit money to your mom so you can reach the ₱10000 balance quicker.
When you answer her call, she will inform you that she spent some of your money on items that she thinks you’d need. One of the items that she will randomly purchase for you is the Muscle Band.
After receiving the call, you can head to any Poké Mart. A deliveryman will be present next to the store counter.
Upon talking to the deliveryman, he will give you any of the following items:

The deliveryman will give you the packages one at a time every time you interact with them.
Your mom will sometimes purchase multiple items at once, so you should keep talking to them until they say they don’t have any more packages for you.
Note: The deliveryman will only keep 5 packages at any given time. If his inventory is full, your mom will not purchase any more items for you until his stock is cleared.
Method 2: Purchasing from the Battle Frontier Stalls
You can use this method if you need more than one Muscle Band, but it’s only available after beating the game and defeating the Elite Four at least one time.
First, head to the Battle Frontier.
You can Fly there directly, but if you have not yet discovered it, you can Fly to Olivine City and then head west to Route 40.
The entrance at Route 40 leads to an intermediary area called the Frontier Access, which links Route 40 to the Battle Frontier proper.
Enter and continue heading north of the Frontier Access to get to the Battle Frontier.
The Battle Frontier Entrance has three stalls. Two of those sell useful items, including the Muscle Band. However, these items require BP (Battle Points) to redeem, rather than Pokedollars.
Battle Points are acquired by participating in the Battle Frontier Challenges. Once you accrue 48BP, you can redeem those points for a Muscle Band.
Muscle Band Uses
The Muscle Band is an item that boosts the power of Physical moves by 10%.
It is best used on Pokémon with a high Attack stat and plenty of coverage moves to slightly increase the potency of their moves.
If you do not need much flexibility in move choices in a battle, it might be preferable to equip other Held Items that give stronger boosts – like the Expert Belt or the Choice Items.
