When you first arrive in Kanto in Pokémon HeartGold and SoulSilver, the Kanto Power Plant is initially disabled. And when you visit this plant for the first time you’ll be able to pick up a sidequest to help the Power Plant Manager recover a stolen Machine Part to get the Power Plant’s generator working again.
The Machine Part can be found hidden in the Cerulean City Gym in a stack of inner tubes near the northwestern corner of the pool. But you’ll only find it there after you confront the Rocket Grunt who stole it on Nugget bridge. Then just return the Machine Part to the power plant manager to complete the quest.
Completing this sidequest and fixing the Power Plant allows the Magnet Train between Goldenrod City and Saffron City (and the Lavender Town Radio Tower) to resume operations. Zapdos will then also appear outside of the Power Plant after you complete this sidequest & after you obtain all 16 Gym Badges.
In this guide we’ll walk you through the entire Kanto Power Plant side quest step-by-step. We’ll also explain a little more about the rewards you get after completing the quest.
The Kanto Power Plant Side Quest
To begin the Power Plant side quest, you must first head to the Kanto Power Plant and speak with the Power Plant Manager.
The Kanto Power Plant is located on Route 10, which you can access by going directly east of Cerulean City. But you do need to surf down some water on Route 10 so you’ll need to have a Pokémon in your party with the Hidden Move Surf.
Part 1: How To Get To the Kanto Power Plant
The most convenient way to reach the Kanto Power Plant is by going to Cerulean City and heading east to Route 9.
Note: We do not recommend going through Lavender Town to reach the Power Plant, because then you will have to enter Rock Tunnel, which is much longer and not easy to navigate without TM70 Flash.
So head east from Cerulean and just keep heading right down Route 9 until you reach a section with some grass and trees at the very eastern edge of the route.
You will find a set of stairs to the north leading to a path towards the water. Head down the stairs and use Surf.
Once you’re surfing on the water, just follow the river downstream and you will eventually reach the Kanto Power Plant at the end of the river.
Part 2: Investigating the Power Plant
The Power Plant manager will be near the top part of the floor wearing a pink shirt.
Upon talking to the Manager, he will tell you that the power plant is non-functional because a critical part of the generator was stolen.
Afterwards, the Guard near the entrance will ask you for assistance in retrieving it. He will then inform you that a suspicious character was spotted in the Cerulean City Gym, so that’s where we need to go next.
Part 3: Locating the Thief
Head back to Cerulean City and enter the Gym.
A quick cutscene will play out, and you’ll discover that the suspicious character is actually a Rocket Grunt.
The Rocket Grunt will quickly flee during the cutscene, and you will need to find him again.
Part 4: Confronting the Thief on Nugget Bridge
The Rocket Grunt will no longer be in Cerulean City proper. However, talking to the NPCs outside will reveal that the shady character ran towards Route 24.
Head north to the Nugget Bridge on Route 24.
You will once again encounter the Rocket Grunt, who will try to hide between a couple as a last-ditch effort.
He will then challenge you to a battle after you corner him. He will only have a Lv. 39 Golbat so he shouldn’t give you too much trouble.
Win the battle and he will reveal where he stashed the stolen Machine Part (in the gym).
Part 5: Where To Get the Machine Part
After beating the Rocket Grunt, he will tell you that the Machine Part he stole is hidden inside the Cerulean City Gym.
Here’s exactly where to find the stolen part:
Return to the Gym and check the stack of inner tubes near the top-left corner of the gym. Specifically check the inner tubes directly to the right of the beach umbrella. You will find the Machine Part hidden here underneath the inflatables.
Part 6: Returning the Machine Part
Now that you’ve recovered the stolen item, head back to the Kanto Power Plant and speak with the Manager to give back the missing part and fix the Power Plant.
He will thank you for your efforts with some dialogue.
Then finally, a short cutscene will play out indicating that the generator is now online.
And that’s it! After that cutscene you will have successfully completed the Kanto Power Plant side quest.
Power Plant Side Quest Rewards
The Power Plant Manager will reward you with TM57 Shock Wave immediately after you complete the side quest.
In addition, the Magnet Train stations that run between Goldenrod City and Saffron City will start working again. The Lavender Radio Tower will also start broadcasting stations again too.
However, you will need the Pass (Key Item) to ride the Magnet Train. And you’ll need the EXPN Card to unlock the Pokéflute Channel in Kanto.
As if that wasn’t enough, completing this side quest will also cause Zapdos to spawn outside of the power plant after you obtain all 16 gym badges.
Zapdos will be at level 50, and you’ll find it standing outside to the left of the Kanto Power Plant entrance.
