TM14 Blizzard is one of the TMs that you can only purchase for sale from the 5th floor of the Goldenrod Department Store. It costs 5,500 Pokédollars, and you can get as many copies as you want.
To access this TM you’ll need to at least have two gym badges & you’ll need to have gone through Ilex Forest to reach Goldenrod City.
Finding TM14 Blizzard
The Goldenrod Department Store is just northeast of Goldenrod City’s south entrance.
It’s located to the right of Goldenrod City’s Pokémon Center, just across the street.
Head inside the Goldenrod Department Store. Then, take the escalators or the elevator to the 5th floor (5F).
- If you are taking the elevator, simply talk to the NPC attendant and select “5F” from the menu.
- If you will be using the escalators, take the upward escalators on each floor until you see a green sign with a number 5 beside the floor’s elevator entrance.
You should see a single counter directly to the right of the escalators and the elevator exit.
Speak to the NPC behind the counter to bring up the menu for the TMs they have available for sale.
The TM for Blizzard will not be shown by name. It will be displayed as “TM14”.

Blizzard is an Ice-type special attack move with 120 base power.
There is also a 10% chance that it will freeze the opponent when it hits successfully.
Note: Blizzard will always hit accurately when it’s hailing. This applies even if the user is suffering from accuracy drops, or if the opponent has increased evasion. However, it will still fail against Protect and Detect, or moves that grant temporary invulnerability such as Fly, Dig, and Bounce.
Blizzard is a very strong move, and it will be even more potent when used by a Pokémon with high Special Attack and STAB.
Its low 70% accuracy turns most people away from using it, though.
Ice Beam is usually the preferred option for an Ice-type Special Attack move since it has high accuracy and still deals a high amount of damage.
But Blizzard is still a good choice if:
- It’s your only option for a strong Ice-type Special move
- You use a hail-focused team
- Or if your Pokémon needs the raw power of Blizzard more than Ice Beam’s consistency.
