Ever Grande City is an island located in the easternmost part of Hoenn. You’ll need HM05 Waterfall before you can access the city, and to use Waterfall outside of battle you’ll also need the 8th gym badge. So you will need to collect all Hoenn gym badges before you can reach Ever Grande City.
As for features, this city mostly just contains the entrance to Victory Road, which is the cave that leads to the Pokémon League. Aside from that, the city is mostly empty, so there’s not much to explore.
Located east of Route 128, you can fully explore Ever Grande City using a Pokémon with Waterfall.
Ever Grande City Location
When you reach Ever Grande City for the first time, you’ll need to climb a massive waterfall to reach the Ever Grande City Pokémon Center and the entrance to Victory Road, your final test before facing Hoenn’s Elite Four.
As such, you will need a Pokémon that knows HM03 Surf and HM05 Waterfall.
You can only use the HM for Waterfall outside of battle after you’ve obtained the 8th Gym Badge, so make sure you’ve done that first.
Step 1: When you’re ready, fly to Route 128.
Step 2: Surf east until you reach the lower section of Ever Grande City.
Step 3: Use HM05 Waterfall to climb up the massive waterfall.
Step 4: Land over to the left, then climb a series of stairs to reach the upper section of Ever Grande City.
Points of Interest
#1: Pokémon Center
While there isn’t a useful NPC inside, you can always use this Pokémon Center to heal and prepare before entering Victory Road.
#2: Victory Road
The entrance to Victory Road is located in the northernmost part of Ever Grande City. Victory Road is a cave that connects to the Pokémon League in the north.
To fully explore it, ensure you’ve brought Pokémon with Surf, Strength, and Waterfall. High-leveled trainers also roam the cave, so prepare to battle them to get through Victory Road.
#3: TM29 Psychic Location
To get TM29 Psychic, you have to explore Victory Road.
On the cave’s lower floor, find the body of water that connects to the one outside. The TM should be on a ledge to your right when you do.
