The Miracle Seed is a held item that boosts the power of Grass-type moves. It is obtainable early in the game from a little girl in Petalburg Woods.
You’ll need Cut in order to clear the path to her in the northeastern part of the woods.
Alternatively, you can farm Miracle Seeds from wild Cherrim and Maractus – each has a 5% chance of carrying the seed as a held item. Both of these Pokémon can only be found in Mirage spots though, and are therefore only available in the late game.
Location #1: Petalburg Woods

A girl from Petalburg Woods will give you a Miracle Seed for free when you speak to her. In the northeast side of the woods, you can find her west of the Moss Rock.
You’ll find that the path there is blocked by a cuttable tree, so make sure you have Cut beforehand. You can get this HM in Rustboro City.
To find the girl, start from the north side of Petalburg Woods. You’ll recognize it from the wooden signboard to your left and a cuttable tree to your right.

Use Cut to clear the cuttable tree (circled below). Then go east.

Follow the path and turn upwards and speak to the little girl circled below. She’ll be at the corner, just west of the Moss Rock – she will give you a Miracle Seed.

Location #2: Held by Wild Cherrim & Wild Maractus (post-game)
Finding Cherrim

One of the possible holders of Miracle Seed is Cherrim – it has a 5% chance of carrying Miracle Seed in the wild. You can find this Pokémon in a Mirage Forest that can appear north of Lilycove City.
Do note that Mirage spots will only appear on the map in the late game. It also spawns randomly across Hoenn each day.
To go to Mirage spots, you need to use the Eon Flute and soar with either Latios or Latias.
Finding Maractus

Maractus also has a 5% chance of carrying Miracle Seeds in the wild.
It can only be found in a Mirage Island that can spawn south of Route 134, so you can only encounter it in the late game like Cherrim.
Farming Miracle Seeds

If you want to farm Miracle Seeds, you can do so in the late-game using a Pokémon that knows Thief.
With every encounter of either Cherrim or Maractus, you can use Thief to immediately steal the item from them. If they don’t have it, you can simply flee and try again.
Although, in the case of Miracle Seeds, it can be difficult to find Cherrim and Maractus due to the nature of mirage spots.

If one of their mirage locations happens to spawn, you can maximize your chances of getting Miracle Seeds by using a held item farming team that utilizes Pokémon with CompoundEyes and Frisk.
With this strategy, you can increase your chances of encountering wild Pokémon with held items.
How Miracle Seeds Work

When held by a Pokémon, the Miracle Seed raises the power of its holder’s Grass-type moves by 20%.
In Gen II and III, the Miracle Seed only gave a power boost of 10%. In later generations, it was buffed to 20%.
Type-enhancing items provide a decent power boost without any drawbacks.
Luckily, this item can be acquired early in the game. So if you chose Treecko as your starter or managed to catch other grass-types like Lotad or Seedot, the Miracle Seed is a perfect held item to give them.
