TM13 Ice Beam can be found behind a locked door within Sea Mauville. To obtain the Storage Key and unlock the door, you need to be able to fully explore Sea Mauville, which you can only do once you have HM03 Surf and HM07 Dive.
TM13 Location (Step-by-Step)
While you can explore Sea Mauville when you first have Surf, you won’t be able to fully explore it without Dive.
To reach the location of TM13 Ice Beam, you’ll need these prerequisites:
- The seventh Gym Badge from Mossdeep City to use Dive outside of combat
- A Pokémon with Surf
- A Pokémon with Dive
In Sea Mauville, you will have to retrieve various keys to unlock different parts of the ship. Eventually you’ll find the Storage Key, which unlocks the room where TM13 Ice Beam is in. If you’re ready, Surf to Sea Mauville’s entrance:
Step 1: Surf over to the side of the ship.
Step 2: Head up to the ship’s deck.
Step 3: Turn right and enter the ship’s interior.
Step 4: Go left and then head straight down.
Step 5: Use Surf, then Dive at this spot pictured below.
Step 6: Once you’re underwater, follow the path heading south.
Step 7: Turn right and follow the path going east.
Step 8: Now that you’re on the right side of the ship, follow the path heading north.
Step 9: At the end of the path, return to the surface.
Step 10: Head north and talk to the child wearing the pink inner tube to obtain the Key to Room 1.
Step 11: Using Dive, make your way back to the left side of the ship to open the locked room on the right (pictured below).
Step 12: Inside Room 1, interact with the locker to obtain the Key to Room 2.
Step 13: Use the second key to open Room 2, which is located directly below Room 1.
Step 14: Inside Room 2, talk to the girl on the right to obtain the Key to Room 6.
Step 15: Follow the same steps as before to use Dive and go back to the right side of the ship. Here you’ll be able to open Room 6, which is located near the child who gave you the first key (pictured below).
Step 16: Exit the ship by using the door inside Room 6.
Step 17: Outside, ask the fisherman if he caught anything to obtain the Key to Room 4.
Step 18: Return to the ship and open Room 4 with this new key. You’ll find Room 4 located right across the hall from Room 6.
Step 19: The Storage Key can be found on the ground in Room 4, near the bed.
Step 20: Head back outside and use the storage key on the door located on the side of the ship, northwest of where the fisherman is (pictured below).
Step 21: After a brief cutscene, you can finally obtain TM13 Ice Beam. You can also get a Beedrillite, 8 Big Nuggets, 4 Nuggets, and a Luxury Ball in the same room.

Ice Beam is a Special Ice-type move with a 10% chance of freezing the target. Arguably being one of the best Ice-type moves, its high base power and perfect accuracy makes it a very reliable attack to deal with a wide variety of Pokémon.
Ice Beam is, essentially, a more consistent version of the move Blizzard – a 70%, 110 base power and accuracy move with the same effect.
Despite having a higher base power, Blizzard is rarely picked over Ice Beam.
Blizzard’s abysmal accuracy is hard to justify when Ice Beam can get the job done.
Ice Beam is an excellent move for many sweepers, especially Water-type Pokémon that depend on it to deal with Grass-types. And Ice Beam’s coverage against Dragon-types is indispensable.
