TM59 Incinerate is located near the lava pit on Mt. Chimney’s crater, which is accessible via the Cable Car from Route 112. The TM’s exact location can be found by following a narrow path on Mt. Chimney’s west side.

And then regarding the move itself:

Incinerate is a Fire-type move that burns up the target’s held berry, rendering it useless. In Double Battles, Incinerate damages both opponents but has a relatively low base power. It’s a decent move if you don’t have access to any stronger Fire-type moves.

TM59 Incinerate Location (Step-by-Step)

When you first reach Route 112, Mt. Chimney will be blocked by several Team Aqua/Magma Grunts. The Cable Car station is only accessible after defeating Team Aqua/Magma at Meteor Falls.

There will also be another Team Aqua/Magma story event when you first reach the summit of Mt. Chimney. Finishing this story unlocks Lavaridge Town and Jagged Pass.

So after dealing with Team Aqua/Magma at Meteor Falls, return to Route 112 to start our hike to find TM59.

Step 1: From the Route 112 sign, follow the path to the west to reach the base of Mt. Chimney.

Step 2: Turn to follow the path and head north and up the staircase.

Step 3: At the top of the stairs, enter the Cable Car station up ahead.

Step 4: Take the Cable Car to the summit of Mt. Chimney.

Step 5: A short cutscene will play as you ride the Cable Car. Once you arrive, leave the station.

Step 6: If it’s your first time here, Team Aqua/Magma Grunts will be scattered around the area. Prepare to fight them as you head north up the small stairs to your right.

Step 7: Climb the many staircases leading to the summit of Mt. Chimney. Then at the top, start heading west.

Step 8: Go straight over and then turn north to move up the west side of Mt. Chimney.

Step 9: Keep moving north and you’ll see a small staircase at the end of the path. Go down the stairs leading to your left.

Step 10: Keep moving north, and then climb up and down several flights of stairs to reach the lava pit near Mount Chimney’s crater.

Step 11: You’ll see the TM for Incinerate at the very end of this trail. The TM is located almost directly below the glass bridge above you.

TM59 Incinerate is a Special Fire-type move that destroys any berries held by the target Pokémon.

In Double Battles, Incinerate deals damage to both opponents, potentially burning both berries if both of them are holding one.

Note: If a berry is destroyed by this move, abilities and moves like Harvest, Pickup, and Recycle won’t be able to recover the berry.

If an Occa Berry would activate in response to Incinerate, that berry is consumed before it can be destroyed, reducing Incinerate’s power. Furthermore, if you use Incinerate on a Pokémon with the Sticky Hold ability, its berry cannot be destroyed.

Competitively, Incinerate isn’t really a good fit for any Pokémon’s moveset.

Its effect is simply too situational to be useful in any case. This is also somewhat true even for a single-player playthrough of Omega Ruby/Alpha Sapphire.

Incinerate’s base power is also completely lacking. Heat Wave is a much better Fire-type move that hits multiple opponents at once.

Tip: While it’s not explicitly stated in the game, Incinerate can also destroy Gems held by your opponent. However, this interaction is rare because only the Normal Gem is obtainable in OR/AS.
