You can acquire TM60 Quash by speaking with an NPC on the right side of the Poké Mart in Mossdeep City. She will ask if you want a TM, and if you say yes, she’ll give you the TM for Quash.
Mossdeep City can be found east of Route 124.
And as for the move itself:
Quash is a move that causes the target to move last. It’s only usable in Double Battles, where manipulating the turn order can be beneficial.
TM60 Quash Location (Step-by-Step)
If you haven’t been to Mossdeep City yet, you should have beaten Team Aqua/Magma’s Admins in their hideout on the east side of Lilycove. If you’ve done that, you’re free to explore the many water routes east of Lilycove City.
If you can fly to Mossdeep City then that will be the quickest route – but for this guide we’ll assume you haven’t been to Mossdeep City yet.
Just make sure to bring along a Pokémon that has HM03 Surf and you should be all set.
Step 1: Begin on the right side of Lilycove City’s coast.
Step 2: Surf and continue east past Route 124.
Step 3: Keep going east until you see some land. Disembark and go up the stairs here.
Step 4: Follow the cobblestone road and then take a right turn. You’ll want to continue east past the Pokémon Center.
Step 5: Go into the city’s Poké Mart (with the blue roof).
Step 6: Speak with the girl with dark hair on the right side of the Poké Mart to obtain the TM for Quash.

Quash is a Dark-type Status move that causes the target to take its turn after all other Pokémon have taken theirs.
Keep in mind that Quash is specifically designed for Double Battles and is completely useless in Single Battles.
Quash is useful for forcing faster targets to go last, allowing slower partners to attack it first.
It can be very useful in preventing sweepers from outspeeding every Pokémon in your party, especially when they’ve already set up with Speed-boosting moves like Rock Polish or Dragon Dance.
However, using Quash is still reliant on the user’s Speed.
In other words, if you’re slower than your target, the move will fail.
Tip: The Prankster ability gives priority to the user’s status moves. This makes Pokémon with the ability Prankster, such as Murkrow and Sableye, the most ideal Quash-users.
