The NPC where you get TM63 on the SS Tidal (Omega Ruby)

You can obtain TM63 Embargo by speaking with an NPC located in the bottom-right cabin of the S.S. Tidal. But to access the interior of the S.S. Tidal, you’ll first need the S.S. Ticket, which you get in Littleroot Town after finishing the Delta Episode.

And as for the move itself:

Embargo is a move that disables the usage of the opponent’s held item and prevents their trainers from using items from their bag for five turns. Overall, this move is generally regarded as useless.

TM63 Embargo Location (Step-by-Step)

After finishing the Delta Episode, Norman (the player’s father) will give you the S.S. Ticket in Littleroot Town. You can use this ticket to board the S.S. Tidal in Slateport or Lilycove

So to get started, Fly to a nearby harbor in either Slateport or Lilycove City after you’ve obtained the S.S. Ticket.

Step 1: Present your ticket to the attendant and select the corresponding destination (you’ll want to choose the other city, depending on which harbor you’re currently in). So basically:

  • Choose Lilycove City if you are departing from Slateport Harbor
  • Choose Slateport City if you are departing from Lilycove Harbor

Step 2: Once you’re on the S.S. Tidal, go inside the nearest bottom row cabin.

Step 3: Talk to the Bug Catcher NPC here to obtain the TM for Embargo.

Embargo is a Dark-type Status move that nullifies the effects of the target’s held item. It also prevents the target’s Trainer from using items from their bag.

This effect lasts for five turns or until the target is switched out.

Embargo is generally considered to be a useless move in competitive battles, because it only negates the opponent’s held item without damaging them – which wastes a turn.

A more effective alternative is to use Knock Off, which prevents item usage and also inflicts damage on the opponent.

However, Embargo can still have some utility in your playthrough by preventing enemy Trainers with items (such as Gym Leaders or the Elite Four) from healing up with items like a Full Restore.

Note: Using Embargo does not prevent a Pokémon from Mega Evolving with a Mega Stone.
