The only copy of TM34 Shock Wave is located behind a couple of small trees on Route 215, just a short distance west of Veilstone City.
Since this area is only accessible from cutting a tree, HM01 Cut is required to remove the trees and pick up the TM.
Shock Wave is a damage-dealing, Electric-type special move that has perfect accuracy.
TM34 Shock Wave Location (Step-by-Step)

From the Veilstone City Pokémon Center, descend the nearest staircase and head west.

Keep in a northwesterly direction, passing over Veilstone Gym which you’ll see to your south.

Exit Veilstone City through the western gate, passing through and emerging onto Route 215.

Once on Route 215, head straight west and up the staircase.

When the path starts to make a zig-zag shape, wrap around the row of trees to your north, and head east until you encounter a pair of smaller trees you can cut down.

Use the move Cut to pass through and descend the short staircase.
TM34 Shock Wave will be visible on the ground as a Pokéball item.

Note: This is the only copy of TM34 Shock Wave in the game, so take some time when considering which Pokémon you want to use it on.

Unless the target Pokémon is in a semi-invulnerable state, such as in the first phases of Dig or Fly, Shock Wave will bypass all accuracy checks and land every time.
So it’s definitely a great move to use for this point in the game.
Tip: If used in a Pokémon Contest in the Cool category, Shock Wave will generate two appeal points, plus two bonus appeal points if it’s the first move used in a turn.
