TM57 Charge Beam is given to you as a reward for beating Sunyshore City’s Gym Leader, Volkner. Volkner uses Electric-type Pokémon around level 50, so a couple of Ground types on your team that are also around level 50 should be enough to beat him.

Charge Beam is a damage-dealing Electric-type special move that also has a 70% chance of lowering the target’s Special Attack by one stage.
TM57 Charge Beam Location
To get the game’s only copy of TM57 Charge beam, you simply need to beat Leader Volkner at the Sunyshore City Gym.
Volkner uses strictly single-type Electric Pokémon, giving him the predictable weakness to Ground-type moves.
Rock-type Pokémon can also be handy since they’re immune to Electric attacks. But keep in mind that three of Volkner’s Pokémon have moves that inflict super-effective damage on Rock types.
Tip: It would also be helpful to bring some Revives and Potions too, of course. It’s recommended that you keep at least a few Paralyze Heals in your bag if possible, but it probably won’t make or break the battle if you don’t.
Once you’ve defeated Volkner in battle, he will congratulate you and offer two rewards: the Beacon Badge and TM57 Charge Beam.
This is also the only copy of TM57 Charge Beam in the game, so take time when considering which of your Pokémon should learn it.

Charge Beam has a good chance of raising the user’s Special Attack—and that’s about it.
Its base power is thoroughly outclassed by other Electric moves like Thunderbolt, which also adds a chance of paralysis.
And Charge Beam’s slightly downgraded accuracy stat means suffering unnecessary misses for a small payoff.
Not only that, but defending against Charge Beam is simply a matter of laying traps to force the user to switch out of battle – at which point all of their buffs and debuffs will be removed.
It’s an interesting attack to use, but it’s too finicky and underpowered to be reliable.
