TM26 Earthquake is on the 10th floor of the Silph Co. building in Saffron City. The TM is located in an area in the bottom left corner of the floor just south of a Rocket NPC.

So you can get TM26 at any point after you’re able to enter Silph Co.

Prerequisites

This is what you need to do before you can get TM26:

  1. Meet Mr. Fuji on the top floor of the Pokémon Tower in Lavender Town.
  2. Purchase a drink and give it to any gate guard so you can reach Saffron City.

Getting TM26 Earthquake

Starting from the Saffron City Pokémon Center, head west until you reach the end of the path.

At the end of the path, head north until you see a sign near a building and the path splits.

If you’ve talked to Mr. Fuji then there should be no Rocket guarding the building at this point, so you can enter the Silph Co. building.

Once inside, head northeast towards the elevator. The elevator is just left of the stairs.

Take the elevator up to the 10th floor.

You could also take the stairs up to the 10th floor, but using the elevator is much faster.

Once you’re on the 10th floor, head southwest until you see a Rocket Grunt.

There’s a trainer (Scientist) nearby, but he can be avoided if you walk above or below him.

Type Ground
Power 100
Accuracy 100%
PP 10 (max. 16)
Effect No additional effect in battle.

At 100 power and 100% accuracy, Earthquake is one of the strongest Ground type attacks in the game. It could even arguably be called the best move for dealing damage.

Though it doesn’t have any additional effects in battle, Earthquake’s high power makes it a great move to teach a Ground-type Pokémon, or to any Pokémon with a high attack stat.

So this TM is absolutely worth getting once you reach Saffron City.
