You’ll receive TM38 Fire Blast from Cinnabar Island Gym Leader Blaine after you defeat him in the Cinnabar Gym.

You can get TM38 at any point after getting HM03 Surf, the Soulbadge, and after getting the gym key from the Cinnabar Mansion.

Getting TM38 Fire Blast

The Cinnabar Gym is fairly straightforward, but each room in the gym contains a question machine.

  • If you answer a question right, a door will open and you can go to the next room.
  • If you answer a question wrong, you’ll have to fight the trainer in that room.

Tip: Make use of Water and Ground Type Pokémon and attacks. Since all of Blaine’s Pokémon are Fire types, they’ll be weak to Water and Ground type attacks. Ground type attacks will be especially effective since all of Blaine’s Pokémon have lower defense stats than special stats.

Once you defeat Blaine, he’ll give you TM38 Fire Blast.

Fire Blast is the strongest Fire type move in the game. It’s got a massive 120 power, and the potential to burn the opposing Pokémon is a nice bonus as well.

A Pokémon afflicted with Burn will have its attack stat cut in half, and it will take damage every turn. (Specifically, 1/16th of their max HP will be lost each turn)

Fire Blast is a great move to teach any Fire type Pokémon, and it also works well with any Pokémon with a high special stat.
