TM25 Thunder is one of the TMs that’s only available for sale at the 5th floor of the Goldenrod Department Store.
It costs 5,500 Pokédollars, and you can get unlimited copies of this move as long as you have the money.
Finding TM25 Thunder
The Goldenrod Department Store is just northeast of Goldenrod City’s south entrance.
It is located to the right of Goldenrod City’s Pokémon Center, just across the street.

Head inside the Goldenrod Department Store. Then, take the escalators or the elevator to the 5th floor (5F).
- If you are taking the elevator, simply talk to the NPC attendant and select “5F” from the menu.
- If you will be using the escalators, take the upward escalators on each floor until you see a green sign with a number 5 beside the floor’s elevator entrance.

You should see a single counter directly to the right of the escalators and the elevator exit.
Speak to the NPC behind the counter to bring up the menu for the TMs they have available for sale.

The TM for Thunder will not have its move name displayed in the menu. It will instead be listed as “TM25”, selling for 5,500 Pokédollars.

Thunder is an Electric-type special attack move that has a base power of 120.
There is also a 30% chance that it will paralyze the opponent when it hits successfully. This can also induce paralysis to Electric-type Pokémon which are ordinarily immune to paralysis.
Key Takeaways:
- Thunder will always hit when it’s raining in battle. This applies even if the user is suffering from accuracy drops or the opponent has increased evasion. However, it will still fail against Protect and Detect.
- Thunder can hit when a Pokémon is invulnerable during Fly and Bounce. These moves normally grant temporary invulnerability on the first turn that they’re used, but Thunder can bypass them. It will fail against Dig and Dive, however.
- Thunder loses accuracy in sunny weather. More specifically, Thunder will have its accuracy reduced to 50 during strong sunlight.
- Thunderbolt is usually a safer option. Thunderbolt’s good base power and more reliable accuracy is usually the superior choice over Thunder for an Electric-type special attack.

Thunder has high power but low accuracy.
It has more upsides compared to Blizzard (which has the same base power and accuracy), but it is usually too unreliable when not used in the rain.
But if your team is built around rain, Thunder is a must-have, since its poor accuracy won’t be holding it back.
The following Pokémon are recommended users to teach Thunder to, usually in conjunction with Rain Dance:
- Electrode
- Lanturn
- Ampharos
- Rotom
- Jolteon
- Lapras
- Drifblim
- Blissey
- Manectric
- Mr. Mime
