You’ll be rewarded with TM28 after defeating a Team Rocket Grunt in Cerulean City. He’s just outside the backyard of a robbed house at the northeast edge of Cerulean City.
You can get this TM at any point after getting the S.S Ticket from Bill at his house on Route 25.

- Obtain the S.S Ticket from Bill at his house at the northeast edge of Route 25.
Getting TM28 Dig (Step-by-Step)
Starting from the Cerulean City Pokémon Center, head west until you reach the wall nearby.
Once you’ve reached the wall, head northeast up the ledge until you’ve reached a house with a police officer in front of it.
If you’ve already gotten the S.S Ticket from Bill, then the police officer should be standing next to the front door – so at this point you can enter the robbed house.
Walk through the robbed house and exit through the hole in the back wall.
You’ll find a Rocket Grunt standing near the house. Talk to him and he’ll start a battle with you.

With 100 power, Dig is a very powerful Ground type attack that’s well worth using as soon as you get the TM.
Since the 1st stage of the attack makes you invulnerable to nearly all other moves, Dig can also work well as an evasive move.
It’s an especially good counter against moves that take a turn to charge such as Solarbeam, Razor Wind, and Sky Attack.However, be aware that two-turn attacks like Dig give your opponent an opportunity to counter.
For instance: while you’re underground, your opponent could switch to a ground resistant Pokémon like a Flying or Grass type.
Note: Outside of battle, Dig can be used to return you to the last Pokémon Center you’ve visited. However this only works inside of caves.
