There are two ways to get TM10 Hidden power in Pokémon Crystal:
Method #1: You’ll get one copy of the TM from a hermit in a house deep inside the forest behind the Lake of Rage. You’ll need to use Surf and Cut to reach the house.
Method #2: You can buy TM10 from the TM Shop on the third floor (3F) of the Department Store in Celadon City. It costs 3000 PokéDollars, and you can buy multiple copies this way.
Note that Celadon City is in Kanto, so you’ll have to conquer the Pokémon League and reach the post-game before this method becomes available.
Prerequisites
The earliest point when you can get TM10 is at the Lake of Rage.
Although it’s possible to reach the Lake of Rage right after getting the fourth badge in Goldenrod City by going through Mt. Mortar, you’ll need Surf to do anything worthwhile.
So here’s what you’d need to reach this TM:
- Get HM03 Surf from a gentleman in the Ecruteak Dance Theater after defeating the Kimono Girls and their Eeveelutions.
- Defeat Gym Leader Morty in Ecruteak Gym to unlock the ability to use Surf outside of battle.
Getting TM10 Hidden Power
Method #1: Cabin in the Woods Behind the Lake of Rage
Step 1: Exit Mahogany Town through the northern gate.

Step 2: Follow the left path through the tall grass until you see a river to the left.

Step 3: Use Surf to follow the river up until reaching land again.

Step 4: Go left behind the green shirt NPC, and follow the path northward.

You’ll eventually reach a small tree blocking your path.

Step 5: Use Cut to traverse the forest, starting with the small tree in front of you.
Cut down the tree and turn right immediately, avoiding the trainer to the left.

This leads to another small tree. Cut it and keep going.

Just one tree left to go.
Ignore the first tree you see and just keep going east until you reach another tree. Cut through it and stick to the left as you continue along this path.

Step 6: Keep going westward to find a small cabin in the woods.

Step 7: Head inside the cabin and speak to the meditating hermit inside the house to receive TM10 Hidden Power.

Method #2: Buying TM10 at Celadon City’s Dept. Store, 3F
Step 1: Find the Department Store on the west side of Celadon City.
To locate it, simply walk in a straight line towards the left of the Pokémon Center.

Step 2: Use the elevator to reach the third floor (3F) of the Dept. Store. You’ll find it up and to the left of the main entrance.


Step 3: Talk to the NPC behind the counter and choose Buy from the pop-up menu.

Step 4: Choose TM10 from the store’s catalog and buy it for 3000 PokéDollars.

Hidden Power is an unusual move that changes its Type and Power depending on the individual Pokémon that uses it.
Specifically, the move uses the Pokémon’s Individual Values (IVs) to determine Type and Power. That means two Pokémon of the same species might have completely different results.
Note: There is no way to see IVs in Pokémon Crystal, and existing estimation methods aren’t accurate-enough to reliably predict its effects on Hidden Power.
Although technically Hidden Power is a Physical move (and can be countered with Counter), it will use either Attack or Sp. Attack to calculate damage depending on its type.
- Attack: Normal, Fighting, Flying, Poison, Ground, Rock, Bug, Ghost, Steel.
- Special Attack: Fire, Water, Grass, Electric, Psychic, Ice, Dragon, Dark.
The variable nature of Hidden Power means there’s no specific group of Pokémon that’ll get better results from it. You would need to try it out on several critters until you find a good match.
Who Can Learn Hidden Power?
Almost every Pokémon in the game can learn Hidden Power and use it effectively. The only exceptions are:
- Caterpie
- Metapod
- Weedle
- Kakuna
- Magikarp
- Ditto
- Unown
- Wobbuffet
- Smeargle
