There are two ways to get TM11 Sunny Day in Pokémon Crystal:

Method #1: A green-haired NPC on the third floor of the Goldenrod Radio Tower gives you this TM as a reward for defeating Team Rocket and liberating the tower.

You’ll find her standing near some plants in the northeastern corner of 3F. Just talk to her once the tower is Rocket-free and she’ll give you the TM.

Method #2: You can also buy TM11 from the TM Shop on the third floor (3F) of the Department Store in Celadon City. It costs 2000 PokéDollars, and you can buy multiple copies this way.

Prerequisites

The earliest point in the game where you can get TM11 is from a green-haired NPC on Goldenrod Radio Tower’s 3F. She gives you TM11 as thanks for chasing off Team Rocket and saving the radio employees.

Here’s what you need to do:

  1. Defeat Gym Leader Pryce at Mahogany Town to trigger the Team Rocket takeover of Goldenrod Radio Tower.
  2. Defeat the fake Radio Director on the fifth floor (5F) of the Radio Tower to get the Basement Key.
  3. Use the Basement Key to rescue the real Radio Director in the Goldenrod Underground Warehouse. He’ll give you a Card Key.
  4. Use the Card Key to open the gate on the third floor (3F) of the Radio Tower and climb to 5F through the new path.
  5. Defeat Team Rocket Executives on 5F to disband Team Rocket and liberate the tower.

Once you’ve completed these tasks then you’ll be able to get your TM.
