There are two ways to get TM18 Rain Dance in Pokémon Crystal:
Method #1: You’ll find one copy of TM18 Rain Dance from the second basement (B2F) of the Slowpoke Well near Azalea Town. This area can only be accessed by using Surf to traverse an underground lake, and by using Strength to remove some boulders blocking the road to TM18.
Method #2: You can buy TM18 Rain Dance from the TM Shop in Celadon City’s Dept. Store, 3F. It costs 2,000 PokéDollars, and you can get multiple copies.
Celadon City is in Kanto, so you’ll have to conquer the Johto League and get the S.S. Ticket before you can go buy the Rain Dance TM.
Prerequisites
The earliest point when you can get TM18 Rain Dance is at the bottom of Slowpoke Well, which you liberate from Team Rocket control early on in the game.
That said, you must traverse an underground lake with Surf and move some boulders with Strength to reach TM18. In other words, you can’t get this TM the first time you visit.
Instead, here’s what you’d need:
- Get HM03 Surf at the Ecruteak City Dance Theater and teach it to a Pokémon.
- Defeat Gym Leader Morty in Ecruteak Gym so your Pokémon can use Surf outside of battle.
- Get HM04 Strength at Olivine Café in Olivine City and teach it to a Pokémon.
- Defeat Gym Leader Whitney in Goldenrod Gym so your Pokémon can use Strength outside of battle.
So the earliest point when you can get TM18 Rain Dance is once you’ve reached Olivine City.
Getting TM18 Rain Dance
Method #1: From Slowpoke Well (B2F)
Step 1: Find the Slowpoke Well on the eastern end of Azalea Town, close to Route 33.
Step 2: Go deeper into the Slowpoke Well, following the only available path to the north.
The path turns westward and leads to a movable boulder.
Step 3: Use Strength to move the boulder to the left. Then follow the path southward until you reach the water.
Step 4: Use Surf on the water to reach the ladder to the floor below (B2F).
Step 5: Now on B2F, Surf east and then turn up north to find the platform where TM18 is located.
Step 6: Pick up TM18 Rain Dance.
Method #2: Buy TM18 from Celadon City’s Dept. Store
Step 1: Find the Department Store on the west side of Celadon City.
To locate it, simply walk in a straight line towards the left of the Pokémon Center and look for the building with the signpost reading “Mart”.
Step 2: Use the elevator to reach the third floor (3F) of the Dept. Store. You’ll find it up and to the left of the main entrance.
Step 3: Talk to the NPC behind the counter on 3F and choose “Buy” from the pop-up menu.
Step 4: Choose TM18 from the store’s catalog and buy it for 2000 PokéDollars.

Rain Dance is a unique move that summons rainfall for the next five turns or until a Pokémon uses another field move like Sunny Day or Sandstorm.
During the rainstorm, Water-type moves have their power doubled. On the flip side, Fire-type moves are weakened by 50%.
A few other moves outside of the Fire-type also get their effectiveness halved by rainfall. These are:
- SolarBeam (Grass-type)
- Synthesis (Grass-type)
- Morning Sun (Normal-type)
- Moonlight (Normal-type)
Rain Dance makes fights against Fire-type trainers almost too easy.
Tip: Make sure you have this in your movelist when facing Cinnabar Island’s Blaine and his Fire-type team.
