The only Shell Bell in Pokémon Platinum is given to you by an NPC in Hearthome City. You’ll find her in the apartments next to the Pokémon Fan Club.
There are no prerequisites to getting this item, and you can pick it up after winning the Forest Badge from Leader Gardenia in Eterna City.
Acquiring Shell Bell (Step-by-Step)
There is only one Shell Bell in the game, but it’s very easy to get. You’ll find it in Hearthome City.
Hearthome City has a couple of large apartment complexes. In the complex beside the Pokémon Fan Club building on the eastern side of town is an NPC who will give you the Shell Bell just for talking to her.
To find this building from the Pokémon Center, start by heading south.
When you reach the white picket fences to the south, turn eastward.
Enter the apartment building just to the right of the Pokémon Fan Club building – you can spot the Pokémon Fan Club with its red roof and a big heart sign on the front.
Once you’re inside the apartment complex, head for the elevator in the northeastern corner of the first floor.
The elevator will take you straight to a woman’s apartment.
Speak to this woman and she will hand you the Shell Bell at no cost.
Shell Bell Details and Uses
The Shell Bell is a held item that restores the holder’s HP by 1/8th of the damage the holder inflicts during each turn.
Until you get the Leftovers, the Shell Bell is one of the best ways to heal your Pokémon mid-battle.
And in some cases the Shell Bell can work better than the Leftovers.
While the Leftovers heals the holder for a flat 1/16th of its maximum HP at the end of each turn, the Shell Bell’s HP replenishment depends on the damage the Pokémon inflicts.
This means that Pokémon with a high damage output but a lower HP—like Rampardos or Alakazam—stand to regain far more hit points from a Shell Bell than Leftovers.
Of course, this is only the case if the holder is doing tons of damage on nearly every turn. The Leftovers is a more effective item in the vast majority of battle scenarios.
